About The Position

The Department of Technology, Management and Budget (DTMB) supports state agency business operations through various services. This position, within the Agency Services area of DTMB, will serve as an expert IT business analyst for highly complex MDHHS Public Health applications. These applications are crucial for tracking vital events, analyzing infectious diseases, diagnosing health conditions, and promoting public health. The role involves acting as an expert business analyst for the Communicable Disease and Immunization business area IT systems, utilizing tools like FIGMA, Devops, MS Word, Visio, and MS Office. Responsibilities include reviewing technical design documents, flow diagrams, mockups, prototypes, and detailed requirements for OpenShift React web applications such as the Michigan Disease Surveillance System (MDSS) and Michigan Care Improvement Registry (MCIR). The position supports internal and external customers, including Michigan laboratories, local health services organizations, and local disease tracking organizations. Key responsibilities include coordinating and planning system expansions to meet federal and state regulations, designing and maintaining system interoperability, and providing a dynamic approach to understanding the complexity of public health reporting environments at local, state, and national levels.

Requirements

  • Possession of a bachelor's degree with at least 21 semester (32 term) credits in computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, information assurance, IT project management, or mathematics.
  • Three years of professional experience equivalent to an Information Technology Infrastructure or Programmer/Analyst P11, OR one year equivalent to an Information Technology Infrastructure or Programmer/Analyst 12.
  • An associate's degree with 16 semester (24 term) credits in computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, or mathematics; and at least two years of experience as an application programmer, computer operator, or information technology technician and four years of professional experience equivalent to an Information Technology Infrastructure or Programmer/Analyst P11, OR one year equivalent to an Information Technology Infrastructure or Programmer/Analyst 12.
  • Completion of high school and at least three years of experience as an application programmer, computer operator, or information technology technician and four years of professional experience equivalent to an Information Technology Infrastructure or Programmer/Analyst P11, OR one year equivalent to an Information Technology Infrastructure or Programmer/Analyst 12.

Responsibilities

  • Serve as an expert IT business analyst resource for optimum design, maintenance, and operation of highly complex MDHHS Public Health applications.
  • Function as an expert business analyst for Communicable Disease and Immunization business area IT systems.
  • Review technical design documents, flow diagrams, mockup screens, prototypes, and detailed requirements for OpenShift React web applications, including MDSS and MCIR.
  • Coordinate and plan system expansions to meet growing federal and state regulations and guidelines.
  • Design, support, and maintain system interoperability to meet the demands of Michigan’s public health community.
  • Provide a dynamic and holistic approach to maintain an overall understanding of the complexity and interrelatedness of public health reporting environments.
