About The Position

Dynamis is seeking an experienced Exercise Planner to lead and support exercise planning, conduct, and evaluation for the Cybersecurity and Infrastructure Security Agency’s (CISA) Exercises Subdivision’s Infrastructure Security Exercise Branch (ISEB). Dynamis provides full-spectrum exercise support services to CISA Exercises in accordance with Homeland Security Exercise and Evaluation Program (HSEEP) guidelines. The exercises address all-hazards threat scenarios for critical infrastructure owners and operators. The Infrastructure Security Exercise Support Services contract focuses on exercises that test and validate plans and capabilities against physical security and natural hazard threats to critical infrastructure. Dynamis also supports exercises demonstrating the interplay of cybersecurity and physical security as they relate to critical infrastructure, as well as the National Cyber Exercise Program (NCEP). The position is based at Dynamis headquarters in Falls Church, Virginia, and client offices in Arlington, Virginia.

Requirements

U.S. citizenship and ability to obtain and maintain client suitability.
Bachelor’s degree, or, in lieu of a bachelor’s degree, 10 years of experience, including at least 5 years specialized in designing, planning, and executing HSEEP-aligned or Department of Defense-comparable exercises, including operational exercises and Full-Scale Exercises (FSEs).
At least 7 years of experience designing, planning, and executing HSEEP-aligned, Joint Exercise Lifecycle, or other federally recognized exercise-planning-doctrine exercises, including the design and execution of operational exercises, specifically FSEs. This experience requirement applies when qualifying with a bachelor’s degree.
Knowledge of all applicable HSEEP exercise types.
Experience designing, facilitating, and executing discussion- and operations-based exercises, specifically Tabletop Exercises (TTXs), Functionals, and FSEs.
Located within 50 miles of Arlington, Virginia.

Responsibilities

Assist SME Exercise Planners and serve as a support contract planning lead for exercises.
Lead initial development of all required exercise documentation.
Facilitate exercise planning meetings.
Facilitate discussion-based exercises.
Support the planning and design of operational exercises, specifically Full-Scale Exercises (FSEs), including serving as an exercise controller for key exercise functions.
Supervise and review work conducted by more junior contract personnel.
Assist in the development of strategic reports and standard operating procedures.
Assist in the development and tracking of metrics.
Respond to Executive Secretariat Tasks as needed.
Assist with exercise scheduling and staffing as needed.
Assist with meeting support.
