As we continue to evolve our enterprise strategy and strengthen organizational performance, we are seeking a strategic, experienced, and collaborative financial executive to serve as our Executive Vice President & Chief Financial Officer (EVP/CFO). Reporting directly to the President & CEO, the EVP/CFO is a key member of the Executive Leadership Team and serves as the Agency’s senior financial officer. This role is responsible for enterprise-wide financial leadership and stewardship, including oversight of all financial and accounting functions for the Agency, including Devens as a stand-alone enterprise. The EVP/CFO ensures the integrity of financial operations, aligns financial strategy with organizational priorities, strengthens enterprise-wide financial discipline, and supports long-term sustainability through data-informed decision-making and strong fiscal governance.

Requirements

  • Bachelor’s degree in finance, accounting, business administration, or a related field required
  • 10+ years of progressive financial leadership experience, including at least 5 years in a senior executive-level role (CFO, Deputy CFO, Assistant CFO, or equivalent)
  • Demonstrated expertise across financial planning and analysis, accounting, budgeting, forecasting, investments, treasury management, and risk management
  • Experience in complex, multi-stakeholder environments; public sector, economic development, infrastructure, financial services, or similar environments preferred
  • Proven success leading and developing high-performing teams and driving enterprise-level financial and operational outcomes
  • Strong strategic thinking, analytical capability, and problem-solving skills
  • Exceptional executive communication skills, with demonstrated experience presenting to senior leadership teams and Boards of Directors
  • Demonstrated ability to influence, collaborate, and operate effectively in a highly visible executive leadership environment.

Nice To Haves

  • CPA, MBA, or equivalent advanced certification strongly preferred
  • Knowledge of government finance, municipal finance, lending, real estate development, or related disciplines strongly preferred

Responsibilities

  • Lead enterprise-wide financial strategy and operations, including budgeting, financial planning and analysis, accounting, financial reporting, cash management, and investments
  • Oversee the development, execution, and monitoring of annual operating and capital budgets, as well as multi-year forecasts and long-range financial planning for both the Agency and Devens
  • Ensure the accuracy, transparency, and timeliness of all internal and external financial reporting, including reporting to the CEO, Executive Leadership Team, and Board of Directors
  • Establish and maintain strong internal controls, financial policies, and compliance frameworks; oversee external audit processes and resolution of audit findings
  • Lead enterprise risk management efforts, including identification, assessment, and mitigation of financial, operational, regulatory, and insurance-related risks
  • Partner with the CEO and Executive Leadership Team on strategic planning, capital allocation, financial modeling, forecasting, and scenario analysis to support enterprise decision-making and long-term priorities
  • Drive organizational and financial performance improvement through enhanced systems, processes, reporting capabilities, and cross-functional integration, including close partnership with Information Technology on financial systems and data integrity
  • Serve as a trusted advisor to the CEO, Executive Leadership Team, and Board on financial strategy, enterprise performance, investment decisions, and resource allocation
  • Lead, develop, and strengthen a high-performing finance organization, including organizational design, workforce planning, succession planning, and talent development
  • Build and maintain strong relationships with key internal stakeholders and external partners, including auditors, financial institutions, and other advisory or regulatory stakeholders
