About The Position

The Executive Program Manager leads the full U.S. Department of Veterans Affairs (VA) Medical Disability Examination (MDE) enterprise, providing strategic oversight, disciplined governance, and proactive risk management for a nationally distributed, high volume federal program. This executive ensures seamless coordination across all operational domains—including clinical services, information technology, scheduling, quality assurance, and enterprise reporting—to achieve the VA’s stringent timeliness, accuracy, and performance objectives. Their leadership establishes organizational stability, operational excellence, and government confidence in the execution of a mission critical national program. This position is located in our Fairfax Virginia office, with an expectation of being on our client site in Washington, DC up to 3 times per week.

Requirements

Bachelor’s degree and 12+ years leading large federal healthcare, medical examination, or operationally complex programs.
Proven success managing geographically distributed teams and multi disciplinary operations.
Demonstrated ability to meet Service Level Agreement (SLA) driven performance requirements.

Nice To Haves

Project Management Professional (PMP) certification strongly preferred.
Program Management Professional (PgMP) or SAFe (Scaled Agile Framework) certification.
Experience with VA systems such as the Veterans Benefits Management System (VBMS), the Disability Automation System (DAS), and the Exam Management System (EMS).
Background in high volume claims processing, healthcare operations, or federal benefits program

Responsibilities

Provide executive oversight of ATO readiness, full Risk Management Framework (RMF) package development—including system categorization, control selection, implementation, assessment, authorization artifacts—and direct the enterprise continuous monitoring strategy.
Champion enterprise cybersecurity posture across EMS platforms, customer portals, APIs, and interconnected systems.
Lead strategic implementation of vulnerability management, incident response, risk mitigation, and audit engagement.
Ensure organizational alignment with federal cybersecurity, privacy, and data protection requirements.
Cultivate high level partnerships with customer ISSOs, system owners, program leadership, and federal auditors to maintain trust and transparency.
Shape cybersecurity governance, reporting, and long range security roadmap for the enterprise.
