About The Position

We are looking for an Executive Director/Administrator to join our team. We focus on person-centered care, building a positive culture through shared vision, trust, communication, and collaboration. Our mission is to provide compassionate, quality care tailored to the unique needs of residents and their families, emphasizing teamwork, respect, appreciation, and integrity. The Executive Director/Administrator is responsible for the overall strategic, clinical, financial, and operational management of the licensed Home Health Agency (HHA), ensuring compliance with all California state regulations, federal Conditions of Participation (CoPs), and CMS standards.

Requirements

  • Bachelor’s degree in Healthcare Administration, Business, or Nursing.
  • Minimum 3-5 years of home health operations management experience in California.
  • Active Home Health Administrator certificate (from an approved California provider) OR ability to obtain within 90 days of hire.
  • Cleared DOJ/FBI fingerprint clearance and NBS background check (per CA H&S Code).

Nice To Haves

  • Current, active, unencumbered Registered Nursing license issued by the California Board of Registered Nursing (BRN).
  • Prior experience as a Director of Clinical Services (DCS) or Clinical Manager in a Medicare-certified home health agency.

Responsibilities

  • Maintains compliance with California Health & Safety Code, Title 22, and Medicare CoPs.
  • Acts as the governing body liaison; ensures the agency holds a valid California home health license.
  • Reviews clinical operations, OASIS accuracy, and Plan of Care (POC) integrity (if RN).
  • Leads all state surveys, CHAP/Joint Commission accreditation visits, and CMS audits.
  • Directs daily operations including intake, scheduling, billing, and HR.
  • Develops and implements policies specific to California labor laws (e.g., reporting time pay, meal breaks) as they apply to field staff.
  • Manages branch growth strategy, including market share in [Specific CA region].
  • Manages P&L, budgeting, and revenue cycle management.
  • Monitors Medicare margin and payor mix specific to California’s managed Medicare plans.
  • Supervises Clinical Manager (often an RN), Therapy Supervisor, and administrative leads.
  • Demonstrates ability to effectively supervise RNs and clinical staff without practicing nursing (if non-clinical).
