About The Position

Under established policies, the Public Works Director manages the overall operations of the Department of Public Works and its Divisions. The Executive Director is responsible for organizing, directing and coordinating the activities of Public Works, which includes utilities (sewer division), streets/drainage systems, refuse, landscaping, facilities maintenance (including custodial services), and mechanic shop. This position is responsible for planning, budgeting, staffing, and overseeing all departmental activities to ensure efficient and effective delivery of public services.

Requirements

  • Comprehensive knowledge of the principles and practices of public works program management, including strategic planning, budgeting, contract management and personnel administration.
  • Comprehensive knowledge of the construction, maintenance and repair of public infrastructure.
  • Comprehensive knowledge of Public Works Bid Law and associated purchasing procedures for procurement of goods and services.
  • Knowledge of modern management techniques and methods.
  • Knowledge of laws, ordinances, and regulations related to public works programs and activities.
  • Skill in scheduling assignments and organizing resources and manpower.
  • Ability to plan, organize and manage public works projects including maintenance and repair of drainage, roadway, sidewalk, lighting and related public infrastructure systems, refuse, and utilities (sewer).
  • Ability to exercise mature judgment in anticipating and solving unprecedented problems, determining program objectives and requirements, organizing programs and projects, and developing standards and guidelines for diverse public works activities.
  • Ability to prepare and present accurate and reliable reports containing findings and recommendations.
  • Ability to establish and maintain effective relationships with employees and the public.
  • Ability to supervise the work of others.
  • Ability to plan, assign and evaluate the work of professional, technical and clerical subordinates.

  • Bachelor’s degree in civil engineering, public works management, or a related field, OR equivalent recent relevant full-time work experience (one year of full-time recent relevant work experience for every one year of college).
  • Seven years of related experience.
  • Five years of supervisory experience.
  • A current and valid driver’s license.

Nice To Haves

  • Five years of progressively responsible public works department experience.
  • Experience in the operation of or supervision of wastewater treatment facilities.

Responsibilities

  • Prepares operational plans and budgets for the department.
  • Oversees the preparation and monitors the activities of the operational, capital improvement and capital equipment budgets of the department.
  • Analyzes departmental personnel needs to ensure adequate staffing and workload coverage.
  • Directs the departmental planning, policy development and data collection and reporting activities.
  • Develops and prepares City ordinance revisions relating to public work activities for Council consideration.
  • Oversees the maintenance of City infrastructure including streets, sidewalks, stormwater and drainage facilities, landscape areas including medians and traffic islands, right-of-way vegetation; refuse; sewer plant operations; mechanical shop; and maintenance and upkeep of assigned City buildings and grounds.
  • Reviews and analyzes methods, equipment used, and performance to find ways of increasing effectiveness, improving results, through standardization, improvement, simplification, and installation of new operating systems.
  • Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities.
  • Directs the development of plans, specifications and other working papers relating to proposed construction, maintenance and infrastructure improvement projects.
  • Explains specifications, negotiates contracts, and monitors the activities of contractors.
  • Monitors and enforces contracts, franchises, and applicable codes related to the Department of Public Works.
  • Ensures compliance with regulations and oversees work required for the control, availability, and maintenance of public works infrastructure.
  • Make periodic inspections to assess operation and determine needs.
  • Prepares and maintains technical and administrative operating records and reports.
  • Serves as Assistant Incident Commander for natural disasters that impact the City. Duties included finite coordination with Baldwin County, Alabama Department of Emergency Management, FEMA and other governing agencies.
  • Acts as a liaison with Federal, State, local and other agencies.
  • Responds to citizens' questions and comments in a courteous and timely manner.
  • Directs, supervises, and evaluates personnel to achieve departmental goals and maintain public facilities.
  • Reviews, evaluates, and implements staffing plans.
  • Recommends staffing levels to meet operational needs.
  • Trains supervisors in departmental functions and procedures.
  • Orients employees on policies, procedures, and work rules.
  • Handles sensitive information in a confidential manner.
  • Maintains a highly professional attitude and demeanor at all times.
  • Provides responsible, appropriate, and satisfactory leadership within the City.
  • Communicates positively and professionally in all aspects of the position.
  • Attends all department meetings, City meetings, and professional development activities.
  • Becomes thoroughly familiar with all pertinent state and national policies and comply with said policies.
  • Complies with City wide and departmental policies, as well as state and federal laws.
  • Ensures the positive promotion of the City.
  • Is prompt and punctual in reporting for work, meetings, etc.
  • Performs other duties as assigned.
