Reporting to the Assistant Deputy Minister, Energy and Operations, the Executive Director, Oil Sands, Coal and Mineral Operations provides strategic leadership for the planning, implementation, and administration of Alberta’s oil sands, coal, and mineral and royalty regimes. These frameworks sustain multibillion‑dollar investments and generate significant bonuses and royalty revenues for the Crown. The Executive Director is responsible for recognizing and understanding the current and future expectations related to oil sands, coal, and mineral operations, and for ensuring the effective implementation of comprehensive policy and legislative frameworks. The role includes strategic oversight of complex information systems and administrative functions that support departmental and industry operations. This includes providing strategic advice and recommendations to senior departmental officials on oil sands, coal, and mineral disposition and royalty regime priorities and issues. The Executive Director fosters a collaborative, relationship‑focused culture and builds strong partnerships with developers, industry associations, other government departments, and agencies to proactively understand and address matters related to royalty frameworks. As a key member of the division’s executive team, the Executive Director serves as a trusted advisor to senior leadership, builds strong relationships with industry, partner ministries, and agencies, and drives collaboration, alignment, and integration across the Energy Operations Division in support of divisional objectives. In addition, the Executive Director will provide technical advice to support policy development and will oversee the royalty frameworks while managing branch resources and direct operations to deliver key outcomes.

  • A graduate degree in a related field, such as oil sands engineering or land management is considered an asset.
