The Department of Social Services (DSS) includes the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA focuses on fighting poverty and income inequality by providing essential benefits. DHS works to prevent and address homelessness. The Human Resources Administration/Customized Assistance Services (HRA/CAS) is responsible for program evaluation, reporting, and strategic direction for service utilization. CAS evaluation, analysis, and reporting inform high-level decision-making across DSS-HRA-DHS, including research efforts on data provided by data systems for supportive housing as part of the NYC 15/15 initiative. The Office of Contracts, Finance & Management Planning is responsible for the development, procurement, and management of CAS's contracts and grants, and oversees CAS's budget, fiscal, and management planning program monitoring, and analysis activities. It ensures that CAS human service contracts deliver high-quality clinical and support services integrated with other HRA program areas. The Director, under the Deputy Commissioner for Customized Assistance Services (CAS), with significant autonomy, manages CAS's contracts, budget, fiscal operations, and management planning, program monitoring, and analysis.
