About The Position

The Executive Director of Residential Services is a senior leadership role responsible for clinical oversight and operational performance of all residential programs. This position partners closely with the Campus Vice President of Operations to ensure the delivery of quality, patient-centered care while maintaining efficient, sustainable, and strategically aligned operations. This role is accountable for operational leadership and program performance, training, supervision, and management of clinical staff to ensure excellence in clinical care delivery, operational oversight of residential nursing services, financial stewardship and budget management, residential services productivity, access, and volume metrics, strategic planning to proactively address market and operational challenges, and interdisciplinary alignment to optimize patient outcomes, workforce effectiveness, and service excellence. The Executive Director ensures programs are responsive to evolving patient needs and market demands, demonstrating agility and proactive leadership to sustain growth, access, and quality outcomes.

Requirements

  • Master’s or Ph.D. degree in social services or a related field (ex. Human Services or Nurse), with an active clinical license issued by the appropriate state licensing board (e.g., Wisconsin Department of Safety and Professional Services).
  • Five (5) years behavioral health care management, operational and clinical experience with a focus on improving the quality and safety of care required.
  • At least (3) years experience in psychiatric facility preferred.
  • An understanding and a thorough knowledge of the following: social service administration, supervision, consultation, the community and its resources, the dynamics of human growth and behavior, therapy skills and techniques for all age groups.
  • American Heart Association (AHA) CPR certification required within thirty (30) days of hire, with bi-annual re-certification.
  • Training in Nonviolent Crisis Intervention (NCI) required within sixty (60) days of hire or transfer, with annual re-certification.
  • Complete CBRF first-aid, universal precautions, and CBRF fire safety within ninety (90) days of hire.
  • Formal training in ASAM is required.
  • Licensed Professional Counselor - Cert

Responsibilities

  • Maintains total administrative responsibilities for the optimum utilization and effectiveness of all residential services and programs provided to patients and families.
  • Ensures standards and codes regulating the quality assurance of health care set forth by the various accreditation boards and regulatory agencies are met and maintained.
  • Partners closely with the Campus VP of Operations to align program performance with organizational priorities.
  • Ensures consistent staffing models, scheduling practices, and operational workflows across residential programs, including residential nursing services in partnership with the Director of Residential Nursing Services and system nursing leadership, to support safe and effective care delivery.
  • Develops and execute actionable plans to mitigate risk, maintain volumes, and ensure operational success.
  • Works effectively and collaboratively with admissions to improve throughput, access, and patient flow across residential programs.
  • Evaluates program effectiveness and recommends strategies to ensure that the needs of the identified population are met, and regulatory guidelines adhered to.
  • Accountable for effectively engaging and leading residential teams to meet or exceed key performance indicators for clinical effectiveness, patient experience, employee engagement, and operational and financial efficiency.
  • Has oversight of and ensures all incident investigations, patient complaints or problems are appropriately addressed and resolved within the specified timeframe.
  • Updates Campus VP of Operations immediately of any critical incident, effectively communicates outcome and corrective actions, where applicable.
  • Participates in and supports team during times of announced and unannounced accreditation or regulatory surveys and audits, acts as the liaison with regulatory agencies and Rogers’ compliance department.
  • Promotes a collaborative, solutions-focused leadership culture across teams.
  • Participates in the Administrator On Call (AOC) rotation, which includes an equal number of holidays.
  • In collaboration with the Executive Director of Clinical Services and Clinical Operations Manager(s), provide clinical oversight across all residential programs, ensuring high standards of care and regulatory compliance.
  • Partners with the Director of Residential Nursing Services and interdisciplinary leaders to support quality outcomes, patient safety, and coordinated care delivery.
  • Provides guidance, and support to clinical operations leaders and staff, promoting accountability, engagement, and professional development.
  • Ensures effective treatment planning, documentation, and care coordination across disciplines.
  • Fosters a culture of clinical excellence, continuous improvement, and patient-centered care.
  • Monitors and evaluate clinical outcomes and implement improvements based on data and feedback.
  • Serves as a clinical resource and escalation point for complex patient care issues.
  • Accountable for financial performance of residential services, including budget development and adherence, expense management, and FTE utilization.
  • Drives accountability for financial and operational KPI (Key Performance Indicators) metrics, ensuring programs meet or exceed targets.
  • Monitors and respond to performance trends, identify ways to expand revenue and lead new business opportunities, while effectively managing costs.
  • Partners with finance and operations leadership to ensure long-term growth and sustainability of programs.
  • Assures budget expectations for revenues, expenses and EBIDA (Earnings Before Interest, Taxes, Depreciation, and Amortization) are developed and met.
  • Meets with team(s) monthly to review operating and variance reports, leading to continuous improvement in operational efficiencies.
  • Leads and support strategic planning efforts for residential services in partnership with the Campus VP of Operations.
  • Proactively identify market trends, headwinds, and risks that may impact program performance.
  • Demonstrates flexibility and adaptability, adjusting strategies to meet evolving patient and market needs.
  • Supports program development and innovation to expand services and improve access to care.
  • Partners with admissions and operational leaders to support an efficient and effective admissions process.
  • Identifies and addresses barriers to admission, improving access to care for patients.
  • Promotes strategies that enhance timely placement and program utilization.
  • Directly supervise and develop clinical and operational leaders.
  • May at times need to respond to urgent issues or emergencies outside of normal working hours including nights, weekends and holidays.
  • Ensures all programs have the staff resources to operate safely and efficiently for optimal patient care.
  • Establishes clear performance expectations, accountability measures, and development plans.
  • Develops and implements processes and systems that support employee engagement, increase employee satisfaction to develop and retain team.
  • Fosters a positive, collaborative, and high-performing team environment.
  • Supports recruitment, retention, and succession planning efforts.
  • Ensures compliance with all regulatory and accreditation standards (e.g., Joint Commission, state regulations).
  • Leads and support performance improvement initiatives to enhance quality and reduce risk.
  • Maintains a strong focus on patient safety, rights, and satisfaction.
