About The Position

The Mishkon IDD Programs at The Jewish Board provide supports and services in a healthy and safe environment for individuals with intellectual/developmental disabilities living in residential programs and in community settings. Our core values are to provide a healthy and safe environment that promotes person centered planning, community integration, and close collaboration with families and the community. This is all accomplished through an Orthodox Jewish lens, and with an understanding that staff, at all levels of the division, is the determination factor in achieving positive outcomes for our clients. The Director of Residential Services provides strategic and operational leadership for the agency’s Intermediate Care Facilities (ICF) and/or Individualized Residential Alternatives (IRAs) serving adults with intellectual and developmental disabilities. This role oversees all residential and administrative functions to ensure high-quality, person-centered care, regulatory compliance, and efficient program operations. The Director of Residential Services supervises a team that includes Assistant Director(s), Sr. Residence Manager(s), Residence Managers, and works in collaboration with the Residential Coordinator to promote accountability, staff development, and continuous improvement. As a key member of the leadership team, the Director partners with clinical, medical, quality assurance, and facilities departments to ensure integrated service delivery. The director also serves as a primary liaison between families, guardians, and oversight agencies, maintaining a strong focus on outcomes and resident well-being.

Requirements

  • Bachelor’s degree in Psychology, Human Services, Social Services or related field and 10 years of experience in intellectual and Development Disabilities, and 5 years in a supervisory and/or managerial/operational role.
  • Master’s degree in psychology, Human Services, Social Services or related field with 3 years of experience in Intellectual and Developmental Disabilities, and 2 years in a supervisory and/or managerial/operational role.
  • Knowledge of Department of Health (DOH) AND/OR OPWDD regulatory requirements is required.
  • Ability to effectively supervise, support, coach and train staff.
  • Excellent communication and interpersonal skills.
  • Experience in exercising good judgment and problem solving against multiple priorities.
  • Ability to analyze problems and determine corrective measures.
  • Ability to develop positive working relationships and collaborate across all departments.
  • Strong computer skills are required, including proficiency in Microsoft Office (Word, PowerPoint, Excel, Outlook).
  • Comfortable and proficient using audio video platforms (i.e., Zoom, Teams).
  • Proficient using Electronic Health Records (HER) applications.
  • The knowledge or ability to learn software programs and use of data and trends to inform clinical practice.

Nice To Haves

  • Knowledge of SCIP-R, CPR and/or AMAP preferred.
  • Familiarity with Orthodox Jewish practices preferred

Responsibilities

  • Supports the Residential Team with day-to-day and evaluate residential services, identify and address needs.
  • Ensure program documentation and evaluate residential services, identify and address needs.
  • Ensure program documentation and billable records are accurate and timely.
  • Ensure timely notifications and completion of all incident reporting and documentation.
  • Monitor health and medical needs and report concerns.
  • Monitor the finances of individuals; oversee Money Management Assessments, Personal Expenditure Plans, and PNA Ledgers.
  • Review fire drill reports and follow up on necessary training or plan updates.
  • Develop strategies to improve client quality of life using a person-centered lens.
  • Meet with clients and family members to ensure satisfaction.
  • Participate in discharge/intake and screenings process and provide high-level guidance on the admission and discharge committee meetings.
  • Ensure oversight of vehicles and homes, including maintenance, safety, and cleanliness.
  • Assist with the development and implementation of systems, policies and procedures.
  • Direct supervision of Assistant Director of Residential Services.
  • Lead, coach, train, and support Assistant Director of Residential Services, Residence Managers and other assigned staff.
  • Manage team performance through team meetings, 1-to-1 supervision, and training.
  • Manage program master schedules and ensure adequate coverage.
  • Provide support and guidance to supervisors on call.
  • Participate in recruiting, hiring and disciplinary actions in accordance with agency guidelines.
  • Responsible for the training of DSPs, Residence Managers, and other unit staff.
  • Complete performance evaluations for direct reports.
  • Ensure follow-up on recommendations changes by direct reports.
  • Work with the Director of Nursing to implement medical orders/services.
  • Collaborate with the Director of Behavior Supports on clinical services and behavior protocols.
  • Coordinate with the Operations Manager to resolve facilities issues.
  • Partner with Performance Improvement & Quality Outcomes departments on developing and implementing all aspects of care and documentation improvements.
  • Participate in interdisciplinary team meetings as needed.
  • Serve as an active member of the Human Rights Committee and Incident Review Committee.
  • Ensure completion of all Corrective Action Plan (CAP) items related to incident response, staff conduct and program-level improvements.
  • Provide reports and documentation to the Deputy Director in a timely manner.
  • Ensure programs are in compliance with all OPWDD, DOH, and CARF regulations and standards, helping the program be audit-ready at all times and implementing any corrective actions.
  • Participate in OPWDD/DOH/IAC training on regulatory matters.
  • Participate in administrative and Leadership Council meetings.
  • Ensure readiness and response for emergency situations, including on-call availability overnight/weekends.
  • Serves as the Incident Command Manager, overseeing all incident response activities under the Emergency Preparedness Plan (EPP).
  • Responsible for annual plan review and updates, with full revision required every two years.
  • Support and implement continuous quality improvement initiatives.
  • Manage relationships with families, guardians, advocates.
  • Be available for crisis/emergency response during overnight and weekend hours.
  • Provide coverage in the absence of the Assistant Director of Residential Services.
  • Perform other duties as assigned.
