About The Position

To provide all students with a physical learning environment that is safe, clean, efficient and attractive. To assure that all educational facilities, transportation services, and food services are properly maintained and efficiently operated. To provide assistance and leadership on all aspects of assigned projects.

Requirements

  • Bachelor’s Degree with a major in an architectural, business administration, accounting, finance, economics, engineering design field, construction management, project management, law, public administration, or a related field.
  • Ten years experience with large capital projects.
  • Experience with large public education capital projects.

  • Professional registration, certification or Masters degree in a related field.

Responsibilities

  • For assigned projects, plan and manage all aspects of project design, development and implementation including technical research/analysis, funding and cost analyses, scheduling, public involvement, project budgeting, project performance and results.
  • Coordinate and advise staff involved in assigned projects.
  • Regularly report progress to Superintendent and align outcomes as directed.
  • Coordinate and integrate multi-phase design, development and construction projects with various regional, state or federal jurisdictions as required.
  • Coordinate as directed with special-interest groups, neighborhood associations, other stakeholders and the public.
  • Prepare requests for proposals for outside services; manage the consultant selection process; negotiate contracts; plan, schedule and direct the work of consultant teams throughout engineering, design and construction services; review technical reports and specifications; coordinate work with PCSSD’s plan review, construction inspector and the contractor during construction.
  • When directed, prepare and make presentations before citizen groups, various advisory bodies, the planning commission and the School Board.
  • Develop reports, memoranda, letter and other documents regarding project issues for both internal-PCSSD and external distribution; work with engineers, architects and construction contractors regarding normal and unusual project problems and phases; ensure the maintenance of detailed records of project activities, findings, progress and results.
  • Ensure project compliance with federal, state and local laws, regulations and policies.
  • Monitor and review payments to project consultant subcontractors.
  • Perform complex and politically sensitive financial analysis to support decision-making, designing financial models, reviewing legal parameters, researching options, communicating with other agencies, synthesizing information for decision-makers, writing reports, and making presentations.
  • Be an effective liaison to Finance, Budget, Payroll, Human Resources and other central offices.
  • Coordinate reporting and analysis between central offices and schools, fostering a team environment.
  • Explain accounting and finance guidelines to department managers, supervisors and staff.
  • Provide training one-on-one or in groups as needed.
  • Review, analyze and monitor monthly budget-to-actual reports; effectively identify potential issues or concerns and report in a timely manner to stakeholders; offer guidance on problem resolution.
  • Participate in the development of the annual budget.
  • Develop and monitor annual budgets such as general fund revenues, grant funds, and capital funds.
  • Supervise the operation of transportation, school plant services, maintenance, school plant planning, security and food services.
  • Assume responsibility for the comprehensive overall planning and scheduling of maintenance repair requirements of the District.
  • Implement the District Drug and Alcohol Testing Program.
  • Ensure that standards consistent with all applicable laws are maintained in the departments of transportation, security, food service, plant planning, and school plant services.
  • Determine and establish detailed specifications pertaining to supplies, materials, equipment, and local contract work.
  • Organize and implement a program of preventive maintenance.
  • Review on a regular basis all security precautions and procedures, and recommend additions, changes, or reduction in service as appropriate.
  • Coordinate the District-wide Crisis Team.
  • Work with individual building principals in establishing emergency evacuation procedures for each schoolroom and office.
  • Verify that the terms of all improvement and renovation work performed by outside contractors have been fulfilled before authorizing final payment.
  • Make recommendations for the determination of rent-or-buy decisions and optimal timing of replacements for vehicles, buses, and equipment assigned to the department.
  • Work with the transportation director in establishing requirements and schedules for all bus operations.
  • Work with the transportation director to ensure that all district buses and vehicles are in safe operating condition.
  • Serve as district representative for the Inter-District Transportation Authority (ITA).
  • Participate in the process of site selection and acquisition and the development of architectural plans.
  • Supervise the implementation of the district desegregation plan applicable to the Support Services through monitoring to preclude discrimination on the basis of race, gender, age or disability, and annually report the results of monitoring to the Assistant Superintendent of Equity and Pupil Services.
  • Perform staff evaluations.
  • Perform other duties as assigned.
