About The Position

The New York City Taxi and Limousine Commission (TLC) is seeking an experienced candidate for Executive Director to oversee the Licensing and Standards Division. This division includes application processing teams (Driver Licensing, Vehicle Licensing, and Base/Business Licensing), the Fitness Review Unit (background investigations), and the Quality Assurance/Compliance Unit. The TLC regulates nearly 1 million daily riders and oversees a significant industry with approximately 180,000 licensed drivers, 1,000 businesses, and 115,000 vehicles. The agency is focused on driver and passenger dignity, corporate accountability, and an equitable, modern, and accessible transportation system. The selected candidate will play a key role in driving targeted and strategic transformation across the division's processes.

Requirements

  • Minimum of two years of director experience leading teams that process work and serve NYC customers.
  • Experience streamlining processes, finding efficiencies, and leading continuous improvement.
  • Experience working with teams, managing unit-related projects, and using data to make decisions.
  • Self-sufficient candidate who will take initiative to identify and address issues before they adversely impact operations.
  • Ability to attend meetings both onsite and offsite to represent the Licensing and Standards Division and/or the agency.
  • Proven track record in cross-functional project management.
  • Ability to ensure compliance with rules and regulations.
  • A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and two years of satisfactory full-time professional experience in budget administration, accounting, economic or financial administration, fiscal or economic research; management or methods analysis, operations research, organizational research or program evaluation; or personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management. Eighteen (18) months of this experience must have been in an executive, managerial, administrative, or supervisory capacity.
  • OR a baccalaureate degree from an accredited college and four years of professional experience in the areas described above, including the 18 months of executive, managerial, administrative, or supervisory experience.
  • OR an associate degree or completion of 60 semester credits from an accredited college and six years of full-time satisfactory full-time professional experience as described above, including the 18 months of executive, managerial, administrative, or supervisory experience.
  • OR a four-year high school diploma or its educational equivalent and eight years of full-time satisfactory full-time professional experience as described above, including the 18 months of executive, managerial, administrative, or supervisory experience.
  • OR a combination of education and/or experience equivalent to the above.
  • College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience.
  • All candidates must have a high school diploma and at least two years of experience as described above, including the 18 months of executive, managerial, administrative, or supervisory experience.
