About The Position

The incumbent in this single-position class serves as the executive leader responsible for the supervision, support, development, and evaluation of all high school principals and high school programs within Norfolk Public Schools. The position provides direct oversight of comprehensive high schools, alternative education programs, and division-wide high school improvement efforts. The Executive Director of High Schools is responsible for ensuring the effective implementation of the division's strategic priorities, instructional initiatives, operational expectations, and school improvement strategies. The incumbent serves as the primary liaison between school leadership and central office departments, ensuring that schools receive coordinated support while maintaining accountability for student achievement, organizational effectiveness, and continuous improvement. The work involves monitoring school performance; developing principal leadership capacity; ensuring fidelity of implementation of division initiatives; identifying barriers to success; coordinating resources and interventions; and leading improvement efforts designed to increase student achievement, graduation rates, college and career readiness, student engagement, and overall school effectiveness. The incumbent participates in the development, implementation, and evaluation of Norfolk Public Schools' strategic priorities and serves as a key member of the division's leadership team.

Requirements

  • Master's degree in Educational Leadership, School Administration, Curriculum and Instruction, or a closely related field.
  • Minimum of seven years of progressively responsible educational leadership experience, including successful experience as a high school principal and central office administrator.
  • Postgraduate Professional License with endorsements in Administration and Supervision.
  • Comprehensive knowledge of secondary education, school leadership, instructional improvement, school improvement planning, and educational accountability systems.
  • Comprehensive knowledge of effective leadership practices that improve student achievement and organizational performance.
  • Ability to supervise, evaluate, coach, and develop school leaders.
  • Ability to analyze complex school performance data and develop effective improvement strategies.
  • Ability to hold individuals and teams accountable while maintaining positive and productive working relationships.
  • Excellent leadership, organizational, interpersonal, and communication skills.

Responsibilities

  • Provides direct supervision, support, coaching, and evaluation of all high school principals and alternative education administrators.
  • Develops leadership capacity among principals and school leadership teams through coaching, mentoring, professional learning, and performance feedback.
  • Establishes clear expectations for school performance and monitors progress toward division goals and strategic priorities.
  • Ensures the effective implementation of curriculum, instructional practices, assessment systems, intervention strategies, and other academic initiatives developed through Academic Operations.
  • Holds school leadership teams accountable for the faithful implementation of division initiatives and the achievement of measurable student outcomes.
  • Leads division-wide efforts to improve high school achievement, graduation rates, attendance, student engagement, school climate, and postsecondary readiness.
  • Collaborates closely with the Senior Executive Director of Academic Operations to ensure alignment between academic initiatives and school-level implementation.
  • Coordinates the delivery of support services, resources, and interventions to schools based on identified needs and performance data.
  • Monitors school improvement plans and ensures that strategies are implemented with fidelity and produce measurable results.
  • Uses student achievement, attendance, discipline, graduation, and other performance data to identify trends, determine needs, and guide decision-making.
  • Leads regular performance reviews with principals and school leadership teams focused on continuous improvement and student success.
  • Identifies high-performing practices across schools and promotes their replication throughout the division.
  • Ensures compliance with School Board policies, division procedures, state regulations, and accountability requirements.
  • Works collaboratively with Academic Operations and other central office departments to remove barriers that impact school performance and student achievement.
  • Assists in the recruitment, selection, placement, development, and retention of highly effective school leaders.
  • Performs related work as assigned by the Deputy Superintendent or Superintendent of Schools.
