About The Position

The Executive Director of Development Services leads and coordinates the operations of Planning, GIS, Code Compliance, Health, and Economic Development. The position oversees planning and development activities, including permitting, licensing, code compliance, inspections, ordinance administration, plan review, and long-range planning, development and economic development initiatives. The position supports sustainable growth and economic vitality. The Executive Director ensures alignment with City goals and regulatory requirements and collaborates with City departments, external agencies, and community stakeholders to support coordinated development.

Requirements

  • Bachelor’s degree in Public Administration, Business Management, Urban Planning, or a related field
  • Eight (8) years paid full-time responsible experience in planning or economic development
  • Four (4) years paid full-time supervisory experience
  • Training and experience using a personal computer with a variety of software including Microsoft Office
  • Valid Class C Texas Driver’s License
  • Reliable transportation and liability insurance
  • Successful completion of pre-employment checks: Criminal background check, Controlled substance screening

Responsibilities

  • Provides leadership, direction, and oversight for all Development Services departments, including Planning, GIS, Code Compliance, Health, and Economic Development
  • Selects, leads, supervises, and evaluates departmental staff; sets performance expectations and ensures quality service delivery
  • Conducts performance evaluations, administers disciplinary actions when necessary, and supports staff development and training
  • Develops, implements, and maintains departmental policies, procedures, ordinances, and workflows in compliance with federal, state, and local regulations, including updates to the Comprehensive Plan and Unified Development Code
  • Monitors and analyzes legislative and regulatory changes; evaluates impacts and recommends appropriate responses to protect the City’s interests
  • Interprets and applies codes, ordinances, and development standards related to planning, land use, and economic development
  • Oversees planning and development activities, including subdivision review, building plan review, development agreements, annexation and disannexation agreements, and code administration
  • Ensures plans, plats, and applications are reviewed thoroughly, accurately, and in accordance with City ordinances.
  • Directs long-range planning efforts and support initiatives related to land use, growth management, and community development.
  • Compiles, analyzes, and interprets relevant economic, social, and physical data to inform planning and development decisions
  • Oversees all permitting, licensing, code compliance, and inspection functions to ensure timely, consistent, and regulatory-compliant service delivery
  • Provides leadership and strategic direction for economic development initiatives, including agreements, incentives, business recruitment, retention, and related programs
  • Works with internal departments, developers, businesses, and community partners to promote coordinated and sustainable development
  • Prepares and delivers reports, presentations, and recommendations to the City Manager, City Council, Planning Commission, Rosenberg Development Corporation, and other boards and committees
  • Assists the City Manager with special projects, cross-departmental initiatives, and organizational priorities
  • Plays a key role in the development, implementation, and periodic updating of the City’s strategic plan
  • Prepares written reports, proposals, recommendations, and draft ordinances as needed
  • Represents the City in meetings, public forums, industry conferences, and with regional partners
  • Develops, manages, and monitors departmental budgets; ensures compliance with City fiscal policies
  • Oversees procurement activities, including Requests for Proposals and contract development
  • Plans for departmental resource needs, including equipment, staffing, and long-term operational requirements.
  • Continuously evaluate departmental procedures, workflow, and service delivery; implement improvements that enhance efficiency and effectiveness
  • Responds to and resolves customer concerns, inquiries, and complaints in a timely and professional manner
  • Coordinates with City departments, outside agencies, and community stakeholders on planning, development, and economic development matters
  • Serves as a liaison to boards, commissions, advisory groups, and committees as assigned
  • Performs other related functions as assigned
