About The Position

The Greater Toronto Airports Authority (GTAA) is transforming Toronto Pearson into Canada’s leading global hub airport, focusing on performance, customer care, and sustainability. The Executive Director, Infrastructure Program Delivery, reporting to the Chief Infrastructure Officer, is responsible for providing enterprise-level leadership and strategic oversight of GTAA’s major and mega capital programs. This role involves shaping program strategy, enabling integrated delivery across large, multidisciplinary teams, and establishing governance structures to ensure scope, cost, schedule, risk, and performance objectives are met. The Executive Director will act as a senior advisor to executive leadership and a key representative with external partners and regulators, driving alignment, transparency, and execution excellence to advance GTAA’s long-term infrastructure and corporate priorities.

Requirements

  • 15+ years of progressive leadership experience delivering major and mega infrastructure programs, ideally within complex, regulated, or capital‑intensive environments.
  • A strong track record leading large, multidisciplinary teams and overseeing programs with budgets exceeding $1B.
  • Demonstrated experience in executive‑level stakeholder engagement, including Boards, senior leadership teams, regulators, and industry partners.
  • Deep expertise in program governance, risk management, cost and schedule control, and performance assurance across the full capital delivery lifecycle.
  • Proven ability to navigate complexity, resolve escalated issues, and drive alignment across diverse stakeholders with competing priorities.
  • Strong financial acumen and experience with capital planning, investment prioritization, and major contract negotiation and change management.
  • An undergraduate degree in Engineering, Architecture, Program/Project Management, or a related field
  • Ability to obtain and retain Transportation Security Clearance at the designated level for the position.

Responsibilities

  • Provide enterprise‑level leadership and strategic oversight for GTAA’s major and mega capital programs, including the LIFT program and future infrastructure initiatives.
  • Shape and execute integrated program delivery strategies that ensure scope, cost, schedule, risk, and performance outcomes are achieved across complex, multi‑year portfolios.
  • Establish and evolve program governance, assurance, and reporting frameworks aligned with GTAA’s decision‑making model, regulatory obligations, and corporate priorities.
  • Serve as a senior advisor to the Chief Infrastructure Officer and executive leadership, enabling informed, timely decision‑making through clear insights, escalation management, and performance assurance.
  • Lead executive‑level engagement with internal stakeholders, regulators, industry partners, and major contractors to maintain alignment and resolve complex delivery challenges.
  • Oversee financial stewardship of capital programs, including budget management, forecasting, long‑range investment planning, and development of business cases for significant scope or funding changes.
  • Champion innovation, digital enablement, and advanced program management practices to improve predictability, transparency, and delivery outcomes.
  • Lead, develop, and inspire large, multidisciplinary teams and external delivery partners, fostering a culture of accountability, collaboration, and continuous improvement.
