This role is a strong strategic leader for the Contracts, Pricing & Trade function responsible for overseeing in-line Product Pricing, Pipeline Pricing, Payer and Channel Contracting, chargeback/rebate operations, Government Price Reporting, Gross to Net (GTN) Forecasting, and NS Channel & Trade strategy and operations. The position is responsible for leading and operating the Pricing Committee (PC) and executing pricing actions, transparency analysis and reports, and all government price reporting. The role collaborates with Market Access and commercial leadership teams to drive pricing and contracting strategy leading to corresponding approaches in each channel including Payers, Third Party Logistics, Specialty Pharmacy, and Specialty Distributors. The Executive Director is accountable for the management and development of the contracting operations capabilities, including rebate processing and reporting systems and management of Gross to Net. This role plays a crucial role in developing the government pricing strategy, reporting/compliance and Trade, Pharmacy and distribution management.

Requirements

  • BS/BA degree in Engineering, Science, or Business AND 17+ years of related experience in the pharmaceutical and/or biopharmaceuticals industry (i.e., including specialty drug classes)
  • MBA degree preferred OR Master's degree preferred AND 15+ years of experience as noted above
  • PhD AND 12+ years of experience as noted above
  • Extensive previous managerial experience also required
  • Consistently acts as a "trusted advisor" across the company and may be recognized as an external expert
  • Provides strategy, vision and direction regarding issues that may have company-wide impact
  • Requires deep knowledge of the functional area, and broad knowledge of multiple areas, business strategies, and the company’s goals
  • Possesses industry-leading knowledge
  • Proven leadership skills and ability, including influencing Sr. Management (C-suite)
  • Ability to effectively manage, mentor and train personnel and ability to motivate and influence personnel to achieve goals
  • Proven success in developing and applying strategy and operations through the understanding of the market and industry supporting both in-line and launch of new products, exceeding formulary access and market share goals
  • Extensive expertise in commercial pricing & contracting as well as diversified experience ideally across Medicaid, Specialty Pharmacy, & Trade/ Distribution partners (3 PL)
  • Demonstrated ability to set up systems capable of managing gross to net calculations, contract development and administration (rebate processing at the commercial and government level)
  • Expertise in building of contract reporting capabilities
  • Demonstrated experience and success in Government price reporting and Medicare and Medicaid rebate execution and management
  • Strong Vendor Management Capabilities - deep assessment of value, vendor contracts, and holding vendors accountable to performance metrics
  • Strong track record of collaboration with internal and field-based stakeholders on contract management and execution

Responsibilities

  • Government Price Calculations and Reporting: Ensures compliance with government reporting requirements, including IRA impacts, and closely monitors changes that will impact government price reporting. Accountable for accurate and timely submissions of GP reporting obligations, including but not limited to: AMP, BP, FCP, 340B/PHS, ANFAMP, and NFAMP. Accountable for BFFS/FMV assessments as needed. Oversees the state price transparency reporting work group, and submissions. Leads Government Price Reporting and ensures processes and procedures are well-documented.
  • Pricing: Leads and conducts pricing and payer research to support in-line pricing actions and pipeline and product launches driven by an understanding and leading all aspects of payer policies and trends that impact the therapeutic area. Responsible for leading and operating Pricing Committee (PC), overseeing the administration and governance, of Pricing Committee including establishment and management of the approval process.
  • GTN Forecasting: Leads quarterly GTN review for finance to ensure accuracy of reporting. Collaborates with Finance to assess the accuracy of GTN forecast/actuals and summarize key drivers for senior leadership. Supports the short-term and long-term forecasts and supports analysis and recommendation of both inline and upcoming launch indications/products. Leads pricing, contracting, and related discount forecasting for all access and reimbursement segments.
  • Access Strategy, Contracting and Operations: Leads the development of analytical tools and models to assess deal vs. no-deal scenarios as it relates to contracting in the areas of (Commercial and Part D), Government (DoD, VA, State Medicaid), PBM, and long-term care (LTC) markets. Participates in the goal-setting process for market access performance and establishes defining metrics and processes for real-time measurement in collaboration with leadership to efficiently find opportunities for innovation. Manages the analysis, and defines pricing and contract strategy with the team for: Medicare Part D bids, Commercial, Medicaid, Federal-VA/DoD, GPO, Long-Term Care, and Distribution. Oversees rebate operations and 3PL provider.
  • Trade Strategy & Operations: Leads Neurocrine’s Trade and Channel strategy according to the brands objectives. Oversees Neurocrine’s trade operations including but not limited to order processing, inventory management, returns and pharmacy network management. Oversees wholesaler and distributor relationships and contract. Leads negotiations and contracting w/Distribution & channel to ensure minimal impact on GTN. Select Trade and Channel partners (Specialty Pharmacy/Specialty Distributors) – and establish tracking of pertinent data and performance metrics.
  • Landscape/Government regulations: Develops awareness of U.S. healthcare market and government policy changes from a pricing and reimbursement perspective and implications on all key Collaborators. Responsible for translating regulatory and governmental policy changes into operational impact analysis and recommendations.
  • Mentorship: Mentor and coach direct reports through creating goals and objectives that support the development of their knowledge, skills and abilities.
