About The Position

The Evidence Custodian provides evidence control services in support of Inspection Service investigations. The Evidence Custodian will be specifically engaged in the collection of High Value Evidence (HVE) and Low Value Evidence (LVE) from Inspectors for safekeeping in accordance with Inspection Service guidelines.

Requirements

Demonstrated knowledge of federal statutes and the federal rules of criminal and civil procedure
Knowledge of pertinent Federal, State, and local laws and regulations
Ability to interpret and apply Federal and State law along with Inspection Service policies and procedures.
Knowledge of the basic organization and functions of a law enforcement agency and Federal, State courtroom settings
Proficiency in the operation of property/evidence controls with emphasis on a computerized bar code property management system
Familiarity with evidence control procedures and chain of custody requirements
Extensive experience in communicating orally and in writing
Demonstrated extensive experience showing the ability to work independently
Demonstrated significant ability to prepare a final work product
Demonstrated experience executing the principles and procedures of record keeping
Experience with modern office procedures, methods, computer equipment; and Microsoft Office products
Ability to maintain relationships with Inspection Service and Postal Service employees as well as other law enforcement and governmental organizations.
College graduate from an accredited institution with 20 years of Federal, State, or Local law enforcement experience.
Must be a U.S Citizen or Legal Permanent Resident.
Favorable credit check for all cleared positions
Successfully passing a background investigation including drug screening.
Residency requirement - 3 consecutive years in the last 5 years.
Ability to alternate between sitting and standing as needed.
Ability to walk and move about to attend meetings and access file storage areas.
Climbing/stooping/kneeling up to 10% of the time.
Lifting/pulling/pushing up to 10% of the time; occasional lifting of boxes/files up to 25 lbs.
Prolonged periods of computer and document review.

Nice To Haves

An individual who has proficiency in the operation of property/evidence controls, with emphasis on a computerized bar code property management system, is highly desired.

Responsibilities

Assist in the design of High Value Evidence (HVE) and Low Value Evidence (LVE) rooms and provide continual assessments of the space and storage needs of the division evidence storage locations.
Oversee the receipt, identification, categorization, storage and custody of HVE and LVE for safekeeping in accordance with established procedure and any applicable local, state and federal laws and regulations.
Physically take possession of HVE and LVE from Inspectors and maintain the chain of custody for each item in the designated USPIS Evidence Room.
Exercise proper security measures over evidence and property to ensure the integrity of the chain of custody, and ensure evidence requiring special processing and/or laboratory analysis is handled in a prompt and proper manner.
Operate and maintain the computerized Property Evidence Acquisition Program (PEAP) management system, document the date, time, weight, PEAP number(s), and name of Inspector(s) transferring evidence and provide detailed reports when requested.
Maintain comprehensive records related to evidence and property, such as inventory, location information and specific items.
Maintain statistical information to produce a variety of reports and computerized queries.
Communicate directly with Inspectors and assist in investigative requests such as the coordination of packaging, shipping and/or receipt of evidence transiting between the USPIS Forensic and Digital Laboratories or to regional laboratories while maintaining records of the chain of custody.
Testify, when necessary, in state and federal court as well as administrative proceedings as it relates to the chain of custody of items of evidence.
Immediately report any discrepancies in PEAP and/or irregularities in the processing of PEAP to the Evidence Control Officer (ECO).
Perform administrative duties such as LVE document uploading and retention in accordance with PEAP, Case Management and Inspection Service Manual guidelines.
Complete requests for investigative support, scanning and financial analytics support services in coordination with the Criminal Investigations Service Center (CISC).
Assist in the coordination of mandatory HVE and LVE reviews with the Case Inspector and respective Team Leader/Assistant Inspector in Charge.
Coordinate the destruction and/or disposition of evidence in accordance with all state and federal laws as well as agency policy and procedure.
Serve as a resource for Inspectors and other law enforcement agencies, and professional staff on matters related to the control and handling of USPIS evidence.
Conduct training on proper collection, preservation, and disposition of evidence.
