About The Position

The World Bank Group (WBG) is seeking an ET Consultant – Data Analyst to join the Mission 1.5 Billion Health Beneficiaries team. This role is crucial for advancing the WBG's commitment to ending extreme poverty by 2030 and promoting shared prosperity on a livable planet through Universal Health Coverage (UHC). The consultant will focus on removing financial barriers to healthcare access and supporting the monitoring of SDG 3.8.2, which tracks global financial hardship in healthcare. The position involves obtaining, organizing, and harmonizing microdata for global tracking of health equity and financial protection, producing global financial protection tracking data and the UHC Tracking Global Monitoring Report in collaboration with the WHO, providing technical assistance to task teams and country counterparts, developing tools and methods for measuring health equity and financial protection, and strengthening capacity in these areas. The consultant will also provide broader analytical support to the Health Financing team.

Requirements

  • Master’s degree in economics, statistics, or related fields.
  • Minimum of 2 years of related work experience.
  • Demonstrable experience in complex data management, analysis, and visualization, and reporting.
  • Excellent proficiency in the use of Stata, R, Tableau, or similar packages.
  • Excellent written and oral communication in English is required.
  • Capacity to work simultaneously on a variety of issues and tasks, independently adjusting to priorities and achieving results with agreed objectives and delivering against ambitious deadlines.
  • Strong client focus including good interpersonal, diplomatic, and team-building skills required for building and maintaining collaborative relationships.

Nice To Haves

  • Experience with Household Survey data (Especially LSMS type) is preferred.
  • Knowledge on the field of poverty measurement, financial protection, and health equity analysis.
  • Knowledge of Spanish or French is preferred.

Responsibilities

  • Obtain, organize, and harmonize household-level microdata for global tracking of health equity and financial protection in health.
  • Produce global financial protection tracking data and the Universal Health Coverage Tracking Global Monitoring Report, in collaboration with a team from the World Health Organization.
  • Provide on-demand technical assistance to task teams and country counterparts on the collection, analysis, and interpretation of data on financial protection and health equity to inform policy dialogue and project design.
  • Develop tools and methods for better measurement of health equity and financial protection and analysis of drivers of gaps in financial protection.
  • Strengthen capacity for measurement of health equity and financial protection, data interpretation, and policy design.
  • Procure survey data.
  • Merge and harmonize diverse datasets to facilitate seamless analysis.
  • Clean and augment datasets, including variable creation.
  • Prepare comprehensive documentation for transparent and replicable data handling.
  • Conduct quality control over datasets handled by other team members or external consultants.
  • Develop/upgrade the data management system to better match the current analytical production needs of the unit.
  • Co-lead the formulation of analysis plans, ensuring that the methodologies are sound and aligned with specified objectives.
  • Conduct data analysis, including descriptive statistics, regression analysis, and other advanced statistical analysis following agreed analysis plans.
  • Create tables, figures, and other data visualizations to communicate analysis results.
  • Collaborate on writing reports, papers, blogs, and briefs.
  • Collaborate in developing and delivering training and dissemination materials.
  • Assist in the organization of workshops, webinars, and other events.
  • Support the coordination and engagement with internal and external collaborators.
  • Support in overseeing work done by other consultants and contractors.
  • Support other empirical or analytical work undertaken by the health financing team as needed.
