About The Position

PCSI is looking for an Estimator Manager to lead estimating and proposal submissions for Preventative Work Order (PWO) projects on Fort Knox! The Estimator Manager manages a team of Estimators and provides training and technical guidance critical to team success. This role oversees estimating standards, reviews scopes of work, and produces detailed cost proposal for submission to the client. The Estimator Manager also oversees subcontractor activities from award through closeout, ensuring work aligns with approved scope, schedule, budget, and safety requirements. The position works closely with operations leadership, shop staff, and subcontractors to maintain cost control, operational accuracy, and strong working relationships throughout the lifecycle of each project. How You’ll Work: This position works on base on Fort Knox near Elizabethtown, KY. Typical hours are Monday-Friday, 7:00am-3:30pm. Requirements

  • High School Diploma or GED; Associates or Bachelors in Business Management or related field preferred.
  • Minimum of three (3) years related technical or practical estimating experience in facilities maintenance in a commercial or industrial setting.
  • Working knowledge of facilities maintenance trades, including not be limited to electrical, plumbing, carpentry, mechanical, and related commercial type facility maintenance, repair, and construction activities.
  • Experience with government facilities preferred.
  • Intermediate knowledge of Windows and Microsoft Office applications, with a focus on Excel.
  • Strong understanding of cost analysis in construction estimating and working with subcontractors.
  • Demonstrated ability to perform multiple assignments concurrently.
  • Demonstrated ability for long-term planning.
  • Ability to make recommendations and provide technical assistance.
  • Ability to train others in processes and procedures and share practical knowledge.
  • Ability to maintain consistent attention to detail when drafting, proofreading, and finalizing materials.
  • Strong analytical and problem-solving skills.

Responsibilities

  • Estimating & Proposal Coordination Lead and manage a team of Estimators supporting Preventative Work Order (PWO) projects, including the development and submission of responses to Requests for Proposals (RFPs).
  • Train and mentor Estimators on proper estimating procedures, standards, and PWO-specific processes to ensure consistency and accuracy.
  • Review and interpret scopes of work to ensure accurate and comprehensive estimates.
  • Provide technical guidance to clients and internal staff related to proposed or assigned tasks.
  • Prepare detailed cost estimates and submit completed packages to clients for approval.
  • Coordinate approved work with shop personnel to ensure alignment with project requirements.
  • Monitor and evaluate project costs and performance throughout execution.
  • Develop and analyze workload reports, reconciling project costs against authorized funding.
  • Utilize estimating systems such as RS Means to produce fair, accurate, and competitive estimates.
  • Collaborate with the Project Manager to schedule and plan project work following approval.
  • Subcontractor Oversight Manage subcontractors from contract award through project completion, ensuring adherence to scope, schedule, and budget.
  • Conduct site walkthroughs with subcontractors to assess conditions and prepare for maintenance or project work.
  • Oversee subcontractor schedules, milestones, and completion dates.
  • Track and manage costs associated with subcontracted work.
  • Ensure subcontractor compliance with safety requirements and site regulations.
