POSITION OVERVIEW The Estimating Manager oversees and leads the company’s estimating department, ensuring timely, accurate, and competitive preparation of bids and cost proposals. This position manages a team of estimators and supports staff to ensure consistent estimating procedures, high-quality deliverables, and strategic alignment with company objectives. The Estimating Manager acts as a key liaison between project developers, operations, and management to secure profitable and well-executed projects.

Requirements

  • Knowledge of all construction trade requirements and pricing, both rehabilitation and new construction.
  • Knowledge of government contract requirements.
  • Ability to read and understand instructions to bidders, including but not limited to General Conditions, Special Conditions and Specifications, Technical Specifications, and Project Schedule.
  • Ability to read and draw blueprints.
  • Ability to provide uniformity for bid estimates and ensure that the same base is used for progress and productivity reporting on the job.
  • Extensive knowledge of building practices.
  • Working knowledge of construction takeoff and estimating software programs.
  • Demonstrated organizational and time management skills.
  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
  • Ability to write routine reports and correspondence.
  • Superior interpersonal and written/oral communication skills with the ability to relate well and cooperate with others to effectively coordinate activities and accomplish goals.
  • Demonstrated problem-solving ability (collect data, establish facts, and draw valid conclusions on a timely basis) and negotiation.
  • Ability to communicate and work with cross-functional teams and all levels in the organization.
  • Results-oriented to ensure delivery of appropriate products and services in an accurate, complete, and timely fashion.
  • Ability to add, subtract, multiply, and divide into all units of measure, using whole numbers, common fractions, and decimals.
  • Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
  • Ability to use Microsoft programs including Office, Word, Excel, Outlook, and PowerPoint with some proficiency.
  • Ability to learn programs specific to the job such as client databases, intranet, video conferencing software, and time accounting software.
  • Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form.
  • Ability to deal with problems involving several concrete variables in standardized situations.
  • Bachelor’s degree in Construction Management, Engineering, or related field (or equivalent experience).
  • Minimum 7 years of estimating experience in the construction industry, including at least 2 years in a leadership or management role.
  • Strong knowledge of civil, mechanical, or water/wastewater construction preferred.
  • Proficient in estimating, takeoff, and cost analysis software.
  • Excellent communication, negotiation, and leadership skills.
  • Detail-oriented with strong organizational and time-management abilities.

Responsibilities

  • Manage and mentor a team of estimators, fostering technical skill development, accountability, and efficiency.
  • Oversee preparation of project estimates by reviewing drawings, specifications, proposals, and related documents.
  • Ensure accuracy, completeness, and competitiveness of all cost estimates and bid submissions.
  • Review and approve final estimates, scope narratives, and clarifications prior to submission.
  • Collaborate with project developers and operations teams to establish strategic bid approaches.
  • Standardize estimating processes, forms, and cost databases to improve department consistency and performance.
  • Monitor bid schedules and workload distribution, ensuring timely delivery of assigned estimates.
  • Participate in Search and Selection process of municipal RFQs
  • Evaluate historical data, production rates, and market conditions to refine pricing strategies.
  • Establish and maintain strong relationships with subcontractors, suppliers, and clients to improve pricing and bid success rates.
  • Oversee collection of subcontractor and supplier quotes, ensuring quality, accuracy, and coverage.
  • Support contract negotiations and assist in transitioning successful bids to project management for execution.
  • Perform periodic reviews of project results to evaluate estimate accuracy and implement continuous improvement measures.
  • Track department performance metrics and report trends and forecasting data to company leadership.
  • Represent the estimating department in company meetings, pre-bid conferences, and debrief sessions.
  • Ensure compliance with all company policies, safety standards, and ethical procurement practices.
