About The Position

At Saltwater Inc., we are seeking two Essential Fish Habitat (EFH) Consultants to support the Great Atlantic Regional Fisheries Office (GARFO). This role involves technical and environmental review of various actions, including those from the Bureau of Ocean Energy Management (BOEM) related to offshore wind energy development, and actions by the Army Corps of Engineers (ACOE) and Federal Energy Regulatory Commission (FERC). These reviews are conducted under the National Environmental Policy Act (NEPA) and the Magnuson-Stevens Act's Essential Fish Habitat provisions. The goal is to provide recommendations to federal agencies on how to avoid, minimize, or compensate for impacts to fishery resources and their habitats. This is a full-time position with a one-year base contract period and potential for three option periods. The work will be performed at the NOAA Fisheries GARFO office in Gloucester, MA.

Requirements

  • Possess a degree (i.e., bachelors or masters) in an environmental science or associated discipline (e.g., biology, ecology, fisheries biology, marine biology, natural resource management, conservation biology, landscape ecology, or restoration ecology).
  • A relevant degree may be substituted by two additional years of relevant experience.

Responsibilities

  • Review public notices and provide technical review of project development information related to conservation of living marine resources.
  • Conduct literature reviews to obtain background information.
  • Review study designs, Environmental Impact Statements, Site Assessment Plans, Construction and Operations Plans, and monitoring plans, providing recommendations on impact mitigation.
  • Collect, compile, and analyze complex data and identify trends.
  • Enter data and conduct quality control reviews.
  • Draft responses, reports, and reviews.
  • Conduct and document site visits.
  • Copy documents, compile records, organize and maintain filing systems (including electronic filing).
  • Prepare maps and other geographical displays and analysis.
  • Provide recommendations to HESD on issues associated with the conservation of living marine resources.
  • Attend meetings, conferences, conference calls, and site visits.
  • Write reports and make oral presentations.
