About The Position

This role involves overseeing the Exceptional Student Education (ESE) staffing process, participating in IEP teams, and providing consultation to various stakeholders regarding the implementation of IEP supports and services. The position acts as a liaison between school districts to ensure appropriate placement and educational services for special needs students. Key responsibilities include monitoring IEP development, maintaining knowledge of federal, state, and district regulations, and evaluating the special education instructional program. The role also focuses on legal compliance, ensuring due process for parents and a continuum of educational options. Technical assistance is provided to ESE personnel on IEPs, assessment, and matrix issues, along with monitoring compliance and facilitating effective articulation for students with disabilities. Staff development, including training and coaching for new ESE teachers and administrators, is a significant component. Public relations involve communicating with parents, schools, and agencies, and collaborating to resolve issues. Other duties include reviewing contractual arrangements, pursuing continuing professional growth, and ensuring accommodation sheets are distributed. The position also involves screening Tier 3 referrals, recommending placement, and adjusting caseloads as needed. Performing other duties as assigned by the CAO, EVP, or Executive Area Director is also part of the role.

Requirements

  • Bachelor of Arts/Science in Education or field instruction required
  • Florida Teaching Certification in the Subject Area

Responsibilities

  • Overseeing the Exceptional Student Education Staffing Process
  • Participates as a member of IEP teams to provide information and support regarding programs and services available to students.
  • Prepares written reports of findings when appropriate; may serve as Local Educational Agency (LEA) designee (Hillsborough).
  • Provides consultation to Special Education teachers, administration, staff, specialists, parents, and general education teachers regarding the implementation of IEP supports and services.
  • Liaison between School Districts to ensure appropriate placement of and educational services for special needs students.
  • Monitors appropriate IEP development by ESE teachers in accordance with District and State requirements and compliance reviews.
  • Maintains current knowledge of federal, state and district regulations and procedures in regards to students with special needs.
  • Evaluates and recommends improvement in the implementation of the special education instructional program, as well as related services.
  • Informs schools when IEP/s or 504’s need to be reviewed at least three weeks ahead of the expiration date to allow time to set up parent meetings.
  • Ensuring that parents of exceptional education students are afforded their due process procedural safeguards in providing the delivery of a free, appropriate public education (FAPE) to their children.
  • Ensuring that a continuum of options is available and considered when recommending educational placements.
  • Monitoring exceptional student education services, provided by schools, to ensure compliance with state and federal regulations.
  • Assisting ESE personnel regarding Individual Education Plans (T/IEPs), assessment and matrix issues.
  • Monitoring procedures to ensure compliance with state and federal regulations.
  • Working with school staff and student services personnel to resolve differing concerns regarding the unique educational needs of each student.
  • Providing school ESE and administrative staff with updated information.
  • Ensure effective articulation/matriculation from elementary to secondary programs for students with disabilities.
  • Monitors compliance of ESE files, including ESE teacher logs and schedules.
  • Screen Tier 3 referrals for eligibility; recommend placement and adjusts caseloads, as needed.
  • Assist with training of new ESE teachers, student services personnel, guidance staff and school administrators responsible for aspects of ESE implementation.
  • Deliver school-based training on issues relative to ESE such as reevaluations, temporary placements, transfers, data entry and other issues as requested.
  • Coaching school-based ESE and administrative staff on best practices and procedures.
  • Providing information to parents, schools, and agencies on provision of services to students and their families.
  • Collaborating with parents and staff to problem solve issues and complaints regarding services and programs to ESE students.
  • Communicates effectively with students, staff, parents, and community.
  • Mediates and facilitates effective resolution of conflicts in a timely fashion.
  • Review and advise regarding contractual arrangements with therapists, consultants, and other providers.
  • Continuing professional growth through participation in educational conferences and other staff development activities.
  • Ensure that Principals distribute accommodation sheets to teachers.
  • Performing other duties as assigned by the CAO, EVP or Executive Area Director.
