About The Position

The ESD Program Manager will be responsible for building and supervising a team of 5 DCF Housing Case Managers who will provide direct support to participants staying in emergency housing. The position will work closely with the DCF Housing Call Center Director, the General Assistance Director and team, AHS Field Services, and collaborate with internal teams, community partners, and service providers to ensure participants receive high-quality, coordinated support. Responsibilities include providing staff supervision, conducting field visits, monitoring service quality, supporting program implementation, and representing DCF in collaboration with community organizations and other state partners. This position will be based in Waterbury, providing a central location for travel throughout the state to support case managers working in hotels and other community settings. The role offers a balance of office, field, and collaborative work, making it an excellent opportunity for someone who enjoys leadership, relationship building, problem-solving, and creating new systems that improve services for Vermonters. Requirements

  • Three (3) years as a Benefits Program Specialist, Reach Up Case Manager or other similar related job experience in ESD.
  • Candidates must pass any level of background investigation applicable to the position.
  • Vermont and/or national criminal record checks, as well as DMV and adult and child abuse registry checks, as appropriate to the position under recruitment, will be conducted on candidates, with the exception of those who are current classified state employees seeking transfer, promotion or demotion into an AHS classified position or are persons exercising re-employment (RIF) rights.
  • Tact and perseverance are necessary incumbent skills.
