About The Position

The purpose of this position is to be responsible for the safe and efficient operation of Excavate Crew maintenance equipment; light and heavy vehicles on assigned projects or activities of a public works nature. The position requires manual labor work, which will be completed alone or as part of a crew. You will perform a variety of manual tasks and activities, i.e., perform work in stormwater maintenance. Work includes on-site work, maintenance, cleaning and service equipment, emergency needs, vehicles, tools, and work area. Inspects vehicles for required supplies, materials, and equipment. Observe and follow safety procedures and precautions at work sites. This position is designated among essential personnel and requires reporting to work during all significant weather events or emergency incidents. Occasional overtime, hours and shifts may vary.

Requirements

• Knowledge of materials, methods, and tools involved in the construction of highways, roads, curbs, and gutters.
• Safely and correctly apply road construction and maintenance techniques.
• Safely operate light and heavy road maintenance and construction vehicles and equipment.
• Knowledge of how to safely operate, but not limited to gas-powered jackhammers, tampers, saws, backhoes, grade all, 1- or 2-ton trucks, mini and large excavators, off-road vehicles, skid steers, chain saws, or woodchippers.
• Ability to adhere to the personal protective equipment (PPE) policy and maintain individually provided PPE in a functional condition.
• All uniforms and PPE should be clean and equipped when scheduled to work.
• Attend shifts in accordance with company policy.
• This position is subject to responding to emergencies after normal working hours.
• Occasional overtime required.
• Ability to be flexible with last-minute schedule changes, location changes, and time of shift changes.
• Establish and maintain effective working relationships with City employees and officials, representatives of outside agencies, and the general public.
• Communicate effectively through both verbal and written means, including conveying and following instructions and providing information to the public.
• Knowledge and adherence to all applicable State and Federal laws, local ordinances, City and Departmental policies, procedures, rules, and regulations.
• Knowledge and adherence to the Texas Motor Vehicle Code and other codes, laws, and statutes relating to the given position.
• Hands-on experience with Microsoft Suite, Database management, and web applications.
• Endeavors to continuously improve the services provided to the citizens of Tyler.
• Must have one (1) year of experience in the care and handling of a 3-ton and/or 5-ton dump truck in a safe manner around others, as well as the mechanical experience to make minor repairs on the equipment listed above.
• Must have a Texas Class “B” or higher Commercial Driver’s License with air brake endorsement, and a good driving record.
• Combination of education, experience, or training that has prepared the incumbent to perform the essential duties of the position.
• The City Tyler will accept two years of relevant experience in place of each year of college required in the job description.
• Four years of relevant experience will be considered in place of an Associate's Degree, and eight years of relevant experience will be considered in place of a Bachelor's Degree.
• Any experience required in the Minimum qualifications is in addition to years of experience substituted for a degree.

• No person under eighteen (18) years of age will be employed in any position requiring the operation of a City motorized vehicle.

Responsibilities

• Drives and operates various Stormwater Department vehicles to accomplish a variety of tasks, including, but not limited to, hauling, dumping, and spreading gravel, sand, asphalt, picking up and hauling trash, and transporting Street Department equipment, tools, and material.
• Clears and maintains creeks, channels, storm drains, welds, guard rail repair, and camera recordings of pipes/drains, including, but not limited to, hauling and spreading materials, loading, and unloading various items such as dirt, debris, brush, yard waste, discarded furniture and appliances, trees/limbs, cement, and construction materials.
• Performs a variety of labor-intensive duties, including, but not limited to, cleaning vehicles, job sites, and shop/garage, loading and unloading vehicles, patching and repairing storm drains, inlet boxes, channels, shoveling gravel/concrete (other material as needed), trimming and /or removing trees.
• Performs a variety of vehicle and equipment maintenance duties, including, but not limited to, monitoring/checking vehicle lighting systems, brakes, horns, safety devices, and gauges, checking fluid levels, performing preventive maintenance, and assisting mechanics as needed.
• Reports equipment failures/deficiencies to supervisor as required.
• Maintains a safe work area, including places and removes cones, barricades, and warning devices, and/or directs traffic at work sites to ensure the safety of work crew and public; cleans up work sites upon completion of the job; picks up all tools and equipment; secures the job site if returning later; washes vehicles and equipment as needed; cleans up shop areas; maintains tools and equipment in safe and operable conditions; safe use, mix, and dilute all chemicals according to direction labels; and when operating motor vehicles, observe safe driving principles and practices.
• Remains competent and current through self-directed professional reading, attending professional development courses, and attending training and/or courses as directed.
• Performs other duties and functions as assigned, required, or directed, or which are necessary, readily apparent, or related to other duties and responsibilities.
• Must have a strong work ethic and be able to manage time to effectively meet deadlines.
