About The Position

The Equipment Operator I/II is a safety-sensitive position subject to DOT drug & alcohol procedures. This entry-level, CDL-required position primarily focuses on operating Outagamie County’s fleet of dump trucks, as well as several medium and light pieces of equipment. The role involves moving materials from manufacturing and distribution centers to jobsites and performing winter plowing activities to maintain a safe and efficient road system. Placement into either the Equipment Operator I or Equipment Operator II classification is based on the qualifications and experience outlined in the job description, which affects the corresponding pay rate. The work schedule fluctuates with the seasons and workloads, requiring flexibility and availability for after-hours emergencies and highway conditions.

Requirements

Graduate from high school or G.E.D.
Valid Commercial Driver's License Class B with endorsement N (Tanker) is required for Equipment Operator I.
Ability to legally operate CMV's with Air Brakes.
No manual transmission restriction preferred for Equipment Operator I.
Two or more years in the construction industry and in the operation of light duty equipment desired for Equipment Operator I.
Valid Commercial Driver's License Class A CDL with no restrictions (other than eye glasses) and endorsement N (tanker) is required for Equipment Operator II.
Ability to legally operate CMV’s with air brakes, manual transmissions, tractor/trailer and tank cargo (No restrictions such as L,Z,E,O, or X) for Equipment Operator II.
Knowledge of and ability to operate and service trucks, tractors, and light equipment.
Knowledge of traffic laws, ordinances, and regulations involved in equipment operation.
Ability to apply basic computer skills to enter time, record materials, check emails, etc.
Ability to work in adverse weather conditions, and cope with distracting vibrations, fumes, dust, etc.
Ability to organize and maintain accurate and complete records, and prepare clear and comprehensive reports.
Demonstrated ability to comply with appropriate safety regulations.
Ability to work semi-independently making sound decisions using good judgment.
Ability to use tact and diplomacy when dealing with co-workers, county officials and officers, general public, etc.
Ability to budget time and schedule work to efficiently complete tasks.
Ability to organize and schedule work effectively and cooperatively with co-workers.
Ability to walk, bend, stoop, lift, carry; push, pull, and otherwise move objects up to 50 pounds regularly and up to 100 pounds occasionally, understanding and utilizing proper body mechanics.
Ability to communicate verbally.
Visual requirements for operator moving machinery/vehicles.
Ability to be disturbed or awakened for responding to emergencies and/or highway conditions.

Nice To Haves

Experience in the operation of light duty equipment desired for Equipment Operator I.
Two or more years in the construction industry preferred for Equipment Operator II.

Responsibilities

Must be available to report to work after hours to respond to emergencies and/or highway conditions. Availability is the ability to respond to a phone call within 15 minutes and report to duty within 45 minutes.
Plows snow from highways, applying chlorides and abrasives as necessary.
Operate a dump truck to transport various materials to construction sites such as hot mix asphalt, stone, dirt, concrete, debris, etc.
Complete a pre and post trip to identify mechanical issues.
Effectively maintain equipment through inspections, greasing and lubing, servicing, making minor repairs and adjustments, and operating appropriately.
Ensure materials are loaded correctly to not exceed weight limits of vehicle.
Understand WIS DOT work zone field manual to correctly setup various traffic control layouts.
Perform maintenance duties on the County highway system along with related maintenance jurisdictions including pot hole patching, crack filling, sweeping, mowing, brush cutting, guardrail repair, bridge maintenance, etc.
Remove hazards and debris from roadways.
Erect and remove snow fence, repair fences and barriers on right of way, landscape roadsides, install erosion control.
Knowledge and ability to set up levels, lasers and utility locators.
Operate small tools such as chainsaws, string trimmers, brush cutters, power saws, jack hammers, impacts, painters, drills, etc.
Operate hand tools such as shovels, rakes, hammers, wrenches, etc.
Operate vehicles such as trucks, dump trucks, plows, brooms, forklifts, loaders, compactors, operate tar kettles, and other small equipment as assigned.
Maintains grounds adjacent to highway facilities, planting and cutting grass, laying sod, installing landscape materials, etc.
Maintains regular and predictable attendance, works overtime/extra hours as required including nights and weekends.
Completes and submits records of time, location, materials, and equipment used on each project daily.
Expected to work in a variety of weather conditions.
Conduct duties in a safe diligent manner at all times.
Ability to communicate relevant information to team members in a respectful and constructive way.
Maintain a clean and safe worksite.
