About The Position

The Epidemiologist monitors the health status of the County of Lambton residents and prepares technical reports in keeping with the Ontario Public Health Standards and the Health Protection and Promotion Act. Works with and acts as a resource to staff in obtaining, developing and analyzing data to support population-based program planning, monitoring, evaluation and adjustments. Plans, organizes, conducts, and evaluates epidemiologic research for Lambton Public Health (LPH). Position requires expertise in the areas of epidemiology, biostatistics, survey methods and program evaluation.

Requirements

  • Master's Degree from recognized university (Epidemiology, Health Sciences or a related discipline)
  • Two years' previous experience in public health in epidemiology.
  • Demonstrated ability to work as a team member
  • Strong written and oral communication skills are an asset
  • Knowledge and experience of: Computer systems related to epidemiology and statistical analysis
  • Knowledge and experience of: Collecting, developing, analyzing, interpreting, monitoring and reporting public health data
  • Knowledge and experience of: Expertise in the areas of epidemiology, biostatistics, survey methods and program evaluation
  • Knowledge and experience of: Analysis of mortality and morbidity data in order to determine leading causes of death and illness; compilation of the Community Health Status Report
  • Knowledge and experience of: Survey methodology, development and analysis of surveys, specific to individual program review
  • Knowledge and experience of: Program evaluation techniques, ability to review programs and determine effectiveness and target groups
  • Knowledge and experience of: Skill to investigate health concerns

Responsibilities

  • Provide expertise in the areas of epidemiology, biostatistics, survey methods and program evaluation
  • Monitor the health status of residents and prepares technical reports in keeping with the Health Protection and Promotion Act and Ontario Public Health Standards
  • Data Analyst and Representative for LPH on Regional groups and committees
  • Synthesize, evaluate and integrate health/epidemiological information from a variety of sources including Canadian Community Health Survey (CCHS) and provide recommendations
  • Respond to queries on health issues from the public and media
  • Develop, interpret and monitor a health status database using available sources of health information and designs additional surveys as appropriate from existing sources
  • Identify and propose methods to fill gaps in health status information
  • Assist in identifying specific health needs and target groups
  • Prepare epidemiologic reports and information documents, including LPH status reports
  • Assist with the process of strategic planning, including but not limited to: gathering data and information to help inform the strategic plan; supporting the creation of implementation plans and annual reporting; and communication to the organization and the Board of Health on progress
  • Assist in the development of program evaluations in consultation with appropriate staff and Managers
  • Provide consultation and expertise on program evaluation, including process evaluation (implementation fidelity, customer satisfaction or acceptance, and reach) and outcome evaluation (achieving short-, medium-, and long-term objectives of the program), as well as continuous quality improvement principles where applicable (incremental improvements to improve safety, effectiveness, client-centered, efficient, timely, and equitable programs and services)
  • Provide consultation and expertise to staff on epidemiology, needs assessment, health planning and program evaluation
  • Provide consultation on epidemiologic methods to community groups
  • Act as a resource for department/program staff
  • Collaborate on initiatives for early warning of infectious diseases surveillance
  • Liaise with agencies including the Ministry of Health and Regional Organizations including APHEO
  • Make presentations to the department, media and the public
  • Organize and facilitate reporting requirements to the Ministry of Health, regarding required indicators and narratives, across all OPHS Foundational Standards and Program Standards (in accordance with legislative standards)
  • Incumbents must keep up-to-date on all relevant legislation, collective bargaining agreements, County Policies and Procedures, etc. ensuring that these are implemented as prescribed
