About The Position

The Program Manager providing support services to Air Force Civil Engineer Center (AFCEC) at Tyndall Airforce Base, Panama City, Florida requires an experienced explosive ordnance disposal (EOD) subject matter expert (SME) to provide technical and operational support for Airbase Technologies IV: Civil Engineer Robotic and Autonomous Systems Technologies (CERAST) “Thrust Area Three:” EOD. The CERAST EOD SME assesses and develops new technologies and networked unmanned systems that will enhance and advance current EOD capabilities in terms of speed, safety for EOD personnel, and performance of clearance and render-safe operations. Thrust Area Three is comprised of four sub-specialty areas: 1) Post-Attack and Airfield Clearance; 2) Improvised Explosive Device (IED) Mitigation; 3) EOD Tool Development; and 4) Modeling and Simulation (M&S). The EOD SME supports RDT&E programs focused on airfield clearance operations, small, unmanned aircraft systems (sUAS), and the development, testing, and evaluation of Explosive Ordnance Disposal (EOD) tools and equipment. The position supports concept development, test planning, field experimentation, and technical assessments to enhance operational capability and mission effectiveness.

Requirements

  • Graduate of Naval School Explosive Ordnance Disposal
  • Qualified as Senior EOD Technician
  • Applied Associates degree in engineering, robotics, aviation, military science, or a related technical field (or equivalent relevant experience - eight years of experience as an EOD Technician and).
  • Experience supporting military RDT&E, test events, or operational technology development programs.
  • Knowledge of airfield operations, airfield damage repair (ADR), or airfield clearance procedures.
  • Experience with small, unmanned aircraft systems (sUAS) operations.
  • Understanding with Explosive Ordnance Disposal (EOD) tools, robotics, or remote systems used for ordnance response.
  • Ability to develop and execute test plans and evaluate prototype systems.
  • Experience collecting and analyzing technical or operational test data.
  • Strong technical writing and briefing skills.
  • Ability to operate in field environments, including test ranges and military installations.
  • Ability to obtain and maintain a U.S. DoD security clearance (Secret or higher, depending on program).

Nice To Haves

  • Qualified as Master EOD Technician
  • Prior military experience in Civil Engineering (Airfield Damage Repair), or related operational specialties.
  • Experience with robotic systems, ground robots, or unmanned platforms used for EOD or engineering operations.
  • Experience supporting DoD test ranges, developmental testing (DT), or operational testing (OT).
  • Familiarity with data collection systems, instrumentation, or sensor integration for test events.
  • Experience with prototype development, rapid capability development, or technology transition programs.
  • Knowledge of explosive safety standards and range safety procedures.
  • Ability to work in multidisciplinary teams including engineers, operators, and program managers.
  • Strong problem-solving and analytical skills.
  • Ability to travel to test ranges and field locations.
  • Ability to work in outdoor operational environments and support hands-on equipment testing.

Responsibilities

  • Support planning, execution, and documentation of RDT&E activities related to airfield damage assessment and clearance operations.
  • Assist in the development, integration, and testing of EOD tools, robotic systems, and specialized equipment.
  • Plan and conduct sUAS operations in support of research, testing, and operational demonstrations.
  • Develop test plans, procedures, and evaluation criteria for prototype systems and technologies.
  • Participate in field exercises, demonstrations, and technology assessments at government test ranges and operational locations.
  • Collect, analyze, and document test data to support technical reports, briefings, and program decision-making.
  • Provide technical input for system requirements, concept of operations (CONOPS), and capability development.
  • Support integration of emerging technologies including robotics, sensors, autonomy, and remote systems for EOD and airfield operations.
  • Coordinate with government personnel, engineers, operators, and external partners to support RDT&E activities.
  • Prepare technical documentation including test reports, after-action reports, and engineering assessments.
  • Ensure all testing and operational activities comply with safety, regulatory, and range requirements.
  • Employ modeling and simulation (M&S) techniques to support RDT&E of EOD and unmanned systems technologies including blast effects, mechanical properties of materials and system assemblies (static and dynamic), mechanical design and fabrication of assemblies, electrical design and fabrication of assemblies, autonomy and mission planning, and personnel training.
