This is a professional level supervisor position responsible for the supervision of the Onsite Sewage Treatment Disposal Systems Program (OSTDS) with the Florida Department of Health in Collier County (DOH-Collier). The incumbent will also be responsible for providing supervisory and technical guidance to staff working in the Mobile Home Park program (MHP) and may extend to other facilities programs not requiring a Food Protection certification. This position ensures regulatory consistency and compliance with relevant Florida Administrative Codes (FAC) and Florida Statutes (FS). This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets. Contributes to the organization’s culture of performance excellence by actively seeking to improve personal and organizational performance through measurement, analysis, knowledge management, and processes improvements and participation in performance management committees, councils, and/or workgroups. Continuously demonstrates the Department’s ICARE values. This position reports to the Environmental Administrator - SES and works collaboratively with all members of the team. In addition, the incumbent is responsible for the inspection of initial construction and final system approvals, conducting septic site evaluations or reviewing evaluation data for proper compliance with the regulations, issuance of permits and review of permit conditions to verify all requirements are provided. This position ensures regulatory compliance and is responsible for pursuing enforcement as needed to obtain compliance with program standards for sanitary nuisance complaints, contractor violations and delinquent annual operating permit renewals. The incumbent must be knowledgeable of the FAC and FS governing the Florida Department of Health’s Division of Environmental Public Health (EPH) regulatory functions and must possess advanced technical and analytical skills. The incumbent must have professional competency, supervisory experience, and be able to effectively motivate staff and monitor multiple program areas. This position is assigned to the Selected Exempt Service (SES) and includes a comprehensive employee benefit package at minimum cost to the employee.
