About The Position

This is a professional supervisory position responsible for planning, assigning, supervising and directing the activities of Environmental Specialists in the protection, certification and regulation of all native and cultivated flora within the state of Florida.

Requirements

  • A high school diploma or its equivalent and two (2) years of experience as an Environmental Specialist I or higher with the State of Florida; or
  • A high school diploma or its equivalent and two and a half (2.5) years of experience in apiculture, environmental protection, regulation, or health; one of the physical or natural sciences; or engineering.
  • A bachelor's degree (4 years) from an accredited college or university and one (1) year of experience as described above.
  • Requires possession of a valid Class E driver license.
  • Authorized Certification Official for Federal Phytosanitary Certificates.
  • Public Applicator’s License.
  • Must obtain restricted-use pesticide license within six months of initial employment and must maintain licensure thereafter.
  • Knowledge of federal, state and division policies, rules and regulations used in plant inspection.
  • Knowledge of terminology, principles and analytical techniques of natural and horticultural sciences.
  • Knowledge of each employee’s district and requirements.
  • Ability to apply federal, state and division policies, rules and regulations to relevant situations.
  • Ability to interpret scientific data.
  • Ability to assume employee’s district duties when necessary.
  • Ability to motivate, train and supervise employees.
  • Ability to communicate effectively with others, verbally and in writing.
  • Ability to determine work priorities, assign work and follow up on completion of work.
  • Ability to solve problems and make decisions.
  • Ability to work in extreme hot, cold and humid temperatures environments.
  • Ability to lift and transport 25-pound objects, and bend repetitiously.
  • Ability to conduct inspections in natural and cultivated areas with uneven ground.

Nice To Haves

  • Moderate travel, including overnight and sometimes up to two weeks at a time on an emergency program, is required.
  • This position has regulatory responsibilities and is subject to the provisions of s. 112.313, Florida Statutes, and Section 60L-36.003, Florida Administrative Code.

Responsibilities

  • Evaluates subordinates’ workload to maintain equity and efficiency.
  • Monitors work performance of subordinates, including periodic written evaluations and discussions; counseling to develop skills and correct deficiencies; recognizing employee accomplishments; and recommending timely disciplinary actions as needed.
  • Approves timesheets and leave requests.
  • Documents recommendations for special pay increases, reclassifications, and disciplinary actions, when appropriate.
  • Efficiently carries out employee selection actions when vacancies are to be filled.
  • Responsible and accountable for managing budget/dollars/resources (staff, vehicles, computers, cell phones, etc.) of any assigned programs in an efficient and accountable manner.
  • Responsible for ensuring that assigned program areas have operational procedures and processes which result in accountability and compliance with division and department policies and procedures.
  • Provides training and orientation of new employees in all division program areas: Protection of Native Flora, Nursery and Stockdealer Regulations, Plant Pest Detection in native and cultivated flora, Export Certification requirements and Conventions on Trade in Endangered Species, Burrowing Nematode Regulations of various states and foreign countries, Imported Fire Ant and other Federal Domestic Quarantines, Federal Post Entry Quarantines, State and Federal Prohibited Noxious Weed regulations, Plant and Commodity Treatment Requirements, Cut Flower, Citrus and Safety Training.
  • Conducts Quality Control assessments of subordinates’ and federal cooperators’ pest detection activities.
  • Investigates and resolves complaints and problems that arise in assigned area.
  • Assists Environmental Specialists and OPS personnel in investigations and the submission of reports of violations of Division regulations and Florida Statutes.
  • Ensures that subordinates are familiar with and follow procedures outlined in the Division Safety Manual.
  • Conducts periodic workshops to disseminate information.
  • Gives presentations to industry and general public on division activities and policies as required.
  • Participates on various committees as appropriate.
  • During emergency programs, assists in the planning, organizing and directing of state and federal personnel in plant pest activities with other governmental agencies.
  • Performs duties as directed when assigned to the Incident Command System (ICS).
  • Must be prepared to relocate out of assigned area for periods of time.
  • Compiles and submits to supervisor a weekly report of area activities based on daily reports of employees.
  • Maintains current file on regional flora, agricultural crops and potentially economic or devastating plant pests for assigned area.
  • Advises industry and subordinates on Federal Export requirements using EXCERPT database.
  • Ensures that subordinates have adequate equipment and facilities with which to complete their assigned duties.
  • Assists subordinates with vehicle and office maintenance needs and resolves problems.
  • Investigates accidents and injuries to subordinates.
  • Conducts job safety analysis per Division Safety Manual.
  • Maintains office and personnel inventories and assignments.
  • Performs related work as requested by management.
