About The Position

Performs technical work directing activities concerning inspecting, sampling, testing, and evaluating in an environmental pollution control and/or permitting program. The Hillsborough County Solid Waste Management Department is seeking an Environmental Specialist to support operations at the Southeast County Landfill, an active Class I municipal solid waste disposal facility. This position is responsible for conducting waste screening and sorting activities to identify prohibited, unauthorized, or recyclable materials entering the landfill while ensuring compliance with local, state, and federal environmental regulations. Responsibilities include performing routine inspections, documenting findings, assisting with regulatory reporting, monitoring landfill operations for permit compliance, coordinating with landfill staff and contractors, and supporting environmental programs and special projects. The Environmental Specialist will conduct field inspections, investigate and document environmental concerns, maintain accurate records, prepare reports, and assist with regulatory inspections and audits. The position also works closely with operations personnel to ensure waste is managed in accordance with Florida Department of Environmental Protection (FDEP) regulations, permit requirements, and County policies. The ideal candidate is safety-focused, detail-oriented, and possesses strong analytical, organizational, and communication skills. Candidates should be comfortable working in an active landfill environment, interacting with customers, contractors, and regulatory agencies, and utilizing databases, spreadsheets, and word processing software to maintain records and prepare reports. The ability to speak Spanish is preferred but not required.

Requirements

  • Knowledge of applicable Federal, State, and County environmental pollution control laws and regulations.
  • Knowledge of environmental inspection, sampling and collection methods.
  • Knowledge of environmental data collection, recording, and laboratory equipment operation and maintenance.
  • Skill in the use and operation of data collection, recording, and laboratory equipment.
  • Ability to use a computer and related software.
  • Ability to plan, organize, and supervise the work of others.
  • Ability to collect, organize, and evaluate data and to develop logical conclusions.
  • Ability to organize information into a logical presentation format.
  • Ability to communicate effectively both orally and in writing.
  • Ability to work effectively with others.
  • Bachelor's degree in a Natural Science; AND Two years of experience in environmental inspection, sampling, testing, or evaluation; OR An equivalent combination of education (not less that possession of a High School diploma/GED), training and experience that would reasonably be expected to provide the job-related competencies noted above; AND Possession of a valid Florida Driver’s License.

Nice To Haves

  • Experience with environmental compliance, solid waste operations, waste screening, or landfill operations is preferred.
  • The ability to speak Spanish is preferred but not required.

Responsibilities

  • May supervise activities and personnel engaged in an environmental evaluation, enforcement and/or permitting program.
  • Formulates and recommends policies and procedures to ensure the maximum utilization of personnel and to increase program effectiveness.
  • Reviews and participates in difficult or complex field tests and evaluation projects.
  • May perform routine laboratory analyses and interpret results, as needed.
  • Develops improved techniques, studies new developments, and tests new methods.
  • Reviews new developments in instrumentation and analytical techniques.
  • Performs other related duties as required.
