About The Position

This is an intermediate environmental and highly responsible position requiring knowledge of the petroleum contamination cleanup provisions of Section 376 F.S., the administrative provisions of the PRP SOP manual and familiarity with the concepts and principles of contamination assessment and remediation, and evaluation of the technical aspects and costs associated therewith. The employee in this position reports to the Environmental Administrator and is responsible for oversight of the Team's implementation of the Division's FTSS Contract (Forensics Technical Support Services) portions of the Petroleum Cleanup Program's procurement of purchase orders for the assessment and remedial activities at petroleum contaminated sites. Provides management oversight of all contamination assessment and remedial action activities for state funded rehabilitation projects assigned in the section and is responsible for the section's conformance with the SOP manual and applicable Program and Division guidance and procedures. Oversees section project manager's review of cleanup contractors work products for technical adequacy and conformance with Chapter 62-770, F.A.C., and applicable Department guidance. Acts as a site manager for assigned petroleum contaminated sites and oversees the performance of the contamination assessment and remedial action activities for state funded rehabilitation projects. Reviews site specific scopes of work, negotiates these elements with contractors, and prepares work orders. Participates in teleconferences, assists in making recommendations for corrective actions, negotiates changes in the scope of work as required and prepares change orders. Performs a review of summary reports. Reviews and approves contractor invoices for completed work. Monitors the environmental rehabilitation occurring at the site and the consultant's efficiency in accomplishing the cleanup in a cost effective and timely manner. Works with the Program’s Site Managers and Forensic Contractors to develop scopes of work, purchase orders and change orders within the Forensic and other Technical Services Contract that includes verification sampling of Performance Based Cleanup sites for milestone payments as well as other technical scopes. Performs other duties as assigned by Supervisor.

Requirements

  • Knowledge of physical and natural sciences.
  • Knowledge of state contracting policies and procedures.
  • Skill in evaluating, analyzing, and interpreting comprehensive scientific/technical data.
  • Skill in using personal computers for word processing and data analysis.
  • Ability to organize workload and manage time efficiently.
  • Ability to work with the public in a professional, tactful, and courteous manner.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to plan, organize and coordinate work assignments.
  • At least four years of verifiable related experience in engineering, environmental science or one of the natural sciences.
  • Post-secondary degrees from an accredited college or university with a major in engineering, environmental science or one of the natural sciences may be used as an alternative for the required years of experience on a year-for-year basis.
  • A credential evaluation report from an approved agency must be submitted along with all foreign degrees.
  • Valid Driver’s License.
  • Travel is required.
  • Must be a current DEP employee.
  • Successful completion of background screening will be required for this position.

Nice To Haves

  • Two years of regulatory inspection/compliance/permitting or other related experience.
  • Three years of environmental protection; one of the physical or natural sciences, engineering, or other related experience.
