About The Position

This is an Environmental Specialist III position in the Onsite Sewage Program. Work is performed under the supervision of the Environmental Manager – SES. This position is responsible for reviewing permit applications, performing site evaluations and construction inspections of Onsite Sewage Treatment and Disposal Systems (OSTDS) in accordance with State mandated Chapter 120, of the Florida Statutes (F.S.) and 381, F.S. This position requires independent judgment, initiative, applying general knowledge of business practices and skill in applying instructions to accomplish various job functions. This position is considered to have regulatory responsibilities and is subject to the provisions of Chapter 60L-36, Florida Administrative Code. This position is designated as a sensitive position and is required to maintain confidential information in accordance with Florida Department of Health (FDOH) Palm Beach County Health Department (CHD) Information Security Policy, Protocols and Procedures. Incumbent is not authorized to access any confidential “Data Sets”. Has access to Health Management System (HMS) for Daily Activity Record (DAR). Enters and updates information in Environmental Health (EH) database including inspections, permits, customer and billing information. May view, update and release information as needed.

  • Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.
  • All Florida Department of Health positions require the incumbent to be able to learn and communicate effectively, orally and in writing, in English.

Responsibilities

  • Conducts an accurate review of permit applications or revisions for construction and operation of Onsite Sewage Treatment and Disposal Systems (OSTDS) for compliance with ALL applicable statutes, codes, rules and regulations. Issues permit, requests additional information or recommend denial of the permit as appropriate with the time frame prescribed by the same rules.
  • Plans and conducts inspection of Onsite Sewage Treatment and Disposal Systems for new constructions, modifications, repairs, and existing systems. Assists in the inspection and management of operating permits for Performance Based Treatment Systems, Aerobic Treatment Units, Industrial Manufacturing Zone systems. Assists in the inspection and management of service permits, including pump trucks and respective yard facilities for compliance with state and county regulations and specific permit conditions. Consults with and makes recommendations to engineers and contractors in regard to necessary corrective actions. Conducts initial and final inspections of private water supply wells for compliance with state and county regulations. Conducts initial and follow-up inspections on privately owned lift stations.
  • Conducts site evaluations for the suitability of a lot, property or subdivision for the use of an Onsite Sewage Treatment and Disposal System. Evaluations shall include: soil evaluation, water table conditions, soil drainage, site topography and determination of flood lines; makes recommendations as to specific site improvements required to bring the site into compliance with state and county regulations. Conducts matrix analysis of soil borings when required.
  • Conducts investigations of violations related to unpermitted activities, gathers evidence, searches property records, prepares notice of violations, issues citations, and provides testimony before the Environmental Control Hearing Board. Investigates sanitary nuisance complaints in accordance with Chapter 386, Florida Statutes, recommends, and initiates enforcement actions, and makes appropriate referrals to relevant agencies.
  • Assists the Environmental Manager coordinate the review, quality assurance, and tracking of all new, repair, and other program permits.
  • Participate in standard activities: Outreach, Suggestions, and/or Teamwork.
  • Perform other duties as assigned.
