About The Position

Dominion's Environmental Group is looking to hire an Environmental Specialist III who will support the company's renewable energy projects. This position involves independently developing, implementing, coordinating, and overseeing complex environmental programs and projects to ensure compliance with federal, state, and local environmental regulations for renewable energy projects. The role requires analyzing complex environmental data, preparing reports, and coordinating due diligence and permitting activities. The specialist will provide regulatory and scientific expertise, represent the company before regulatory agencies, and develop compliance tools and training. Additionally, the role involves managing contractors and consultants.

Requirements

  • 5+ years of relevant experience.
  • A Master's degree will count as one year of experience. A partial year of six months or more will be rounded up to one full year.
  • Excellent knowledge of federal, state, and local environmental regulations specific to the work location.
  • Excellent knowledge of environmental operating permits & regulations specific to the work site, if responsible for contracted assets.
  • Logic and reasoning skills, to identify strengths and weaknesses of alternatives, conclusions, or approaches.
  • Respectful assertiveness, to ensure environmental compliance requirements are met by others, while considering the spirit and letter of the law.

Responsibilities

  • Independently develops, implements, coordinates, and oversees complex environmental programs and projects which relate to company compliance with federal, state, and local environmental regulations for renewable energy projects.
  • Analyzes complex air, water, groundwater, biological, land, ecological, solid and hazardous waste, chemical storage, toxicological, environmental justice, or similar environmental program data and provides assessment reports of potential problem areas that have probable impact to the company.
  • Completes detailed evaluations of scientific reports or field studies to prepare for submission to regulatory agencies.
  • Coordinates complex environmental due diligence and permitting activities for company renewable energy facilities and operations with particular responsibility for Clean Water Act Section 404/401, Endangered Species Act Section 7, National Historic Preservation Act Section 106, Erosion and Sediment Control, and Stormwater Management Programs.
  • Provides regulatory and scientific expertise, advice, guidance, and interpretation to company personnel which ensures or improves compliance with all environmental regulations at company renewable energy facilities.
  • Prepares and submits correspondence, reports, and testimonies to environmental regulatory agencies; carries out communication with regulatory agency representatives, negotiates permit conditions, provides representation during regulatory inspections, and other regulatory meetings.
  • Represents company before regulatory agencies, industry groups, and the public on environmental issues.
  • Reads, analyzes, and interprets new and existing regulations to ensure that compliance dates and regulatory requirements are met.
  • Participates in developing new regulations from proposal to promulgation.
  • Develops compliance tools and conducts environmental compliance training.
  • Inspects and advises on operations, construction, procedures, records, and training, to ensure compliance with environment requirements prescribed in laws, regulations, company policies, and company procedures.
  • Uses electronic databases to analyze and monitor company compliance with regulatory requirements.
  • Manages oversight and technical direction of contractors and consultants including preparation of scopes of work, purchase requisitions, field studies, permit applications, permit support materials and invoice approval.
