About The Position

Dominion Energy is seeking an Environmental Specialist III to focus on environmental permitting for the Electric Transmission (ET) business unit, primarily in VA, WV, and NC. This role involves independently evaluating projects for environmental permitting requirements, obtaining necessary permits, and providing environmental compliance support. The position supports technically complex projects and requires a strong understanding of environmental due diligence and construction permitting. Candidates with environmental permitting experience are strongly encouraged to apply, as the focus is on permitting rather than compliance.

Requirements

  • At least 5 years of relative experience with permits related to water and wetlands (including threatened and endangered species and cultural and historical resource coordination), erosion and sediment control, and/or stormwater management experience.
  • Ability and permitting experience to work independently with limited supervision.
  • License or ability to obtain a license to operate a motor vehicle is required.
  • Demonstrated ability to effectively manage details, multiple tasks, and hard deadlines is essential.
  • Logic and reasoning skills to identify strengths and weaknesses of alternatives, conclusions, or approaches.
  • Respectful assertiveness to ensure environmental compliance requirements are met by others, while considering the spirit and letter of the law.
  • Excellent interpersonal skills to interface with internal stakeholders effectively.
  • Ability to identify complex problems, to review related information, to develop and evaluate options, and to implement solutions.

Nice To Haves

  • A Master's degree will count as one year of experience.
  • Experience with permits related to wetlands (including threatened and endangered species and cultural and historical resource coordination), erosion and sediment control, and stormwater management experience preferred. (permitting, not compliance)
  • Regulatory agency experience or experience representing an organization with regulatory agencies is a plus.
  • Environmental permitting experience in multiple states is a plus, particularly in VA and NC.
  • Experience overseeing consultants and strong negotiation skills are a plus.

Responsibilities

  • Independently review projects for compliance with applicable environmental laws and regulations and communicate action items and compliance gaps to development teams and management.
  • Independently determine environmental permit applicability for assigned projects, with specific knowledge of Section 404/401, Section 7, Section 106, Erosion and Sediment Control, and Stormwater Management Programs.
  • Develop and manage permit plans for challenging linear infrastructure projects with limited supervision.
  • Prepare applications and secure environmental permits or clearances required for construction.
  • Communicate environmental compliance requirements to development, project, and field teams.
  • Provide technical assistance to sites/projects for environmental compliance.
  • Interpret environmental permits and regulations to ensure compliance dates and requirements are met.
  • Independently analyze projects for regulatory and permitting challenges and develop permit strategies.
  • Write and edit reports related to environmental programs.
  • Communicate and coordinate with regulatory agency representatives, negotiate permit conditions, and represent Dominion Energy during regulatory inspections and meetings.
  • Provide oversight and technical direction of contractors and consultants, including preparing scopes of work, purchase requisitions, permit applications, permit support materials, and invoice approval.
  • Represent the company before regulatory agencies, industry groups, and the public on environmental issues.
  • Promote corporate environmental policy by educating and assisting employees to seek innovative ways to ensure operational environmental compliance.
  • Use electronic databases to analyze and monitor company compliance with regulatory requirements.
  • Adhere to Dominion Energy environmental policy, guidance, and work practices.
  • Adhere to Dominion Energy safety rules and safety performance expectations.
  • Perform other duties as assigned.
