This position is responsible for enforcing applicable Florida Statutes, Florida Administrative Codes and Departmental Policies and Procedures related to sanitation, safety and control of communicable diseases and hazards to humans in the following programs: Food Hygiene, Group Care, Mobile Home Parks, Biomedical Waste, Body Art, Tanning as well as other Environmental Health Programs. The position will play a role in the Divisional Outreach Initiative which will include educating the public on environmental health and safety issues.

Requirements

  • Must possess a bachelor’s degree from an accredited college or university in a physical, natural, biological, or environmental science with at least 30 semester hours in natural or physical science courses as required per Florida Statute 381.0101.
  • Must be able to work outside in the elements which may include extreme heat or cold.
  • You must possess a valid driver’s license and use of a vehicle.
  • Ability to understand and apply specific rules, regulations, and policies and procedures relating to the safety and sanitation inspections of regulated facilities.
  • Ability to plan, organize and coordinate work assignments.
  • Ability to deal with the public in a professional and courteous manner.
  • Ability to utilize problem solving techniques as well as utilize computer skills in Microsoft Word, Outlook, Access, Excel, and the Environmental Health Database System.
  • All Florida Department of Health positions require the incumbent to be able to learn and communicate effectively, orally and in writing, in English.

Responsibilities

  • Conducts sanitation inspections of all Foster Homes, Group Homes and Adoption Placement Homes for compliance with the Florida Department of Health and the Florida Department of Children and Families interagency agreement.
  • Inspects all assigned permitted and exempt generators of biomedical waste in Duval County at least once annually between October 1 and September 30 (for permitted facilities) each licensing year for Compliance with Florida Statute 381.0098 and Chapter 64E-16 Florida Administrative Code. Exempt facilities will be inspected at least once every 3 years.
  • Inspections consist of a review of the generating facility's biomedical waste policy and procedures, yearly staff training, and manifest receipts from licensed transporter of waste removal as per Chapter 64E-16, F.A.C.
  • Documents any violations observed during each inspection on the appropriate forms in the manner prescribed.
  • Inspects other group care and food hygiene facilities as required for compliance with Florida Statute 381.0072 and Chapter 64E-11 Florida Administrative Code and Florida Statute 381.006 and Chapter 64E-12, 64E-13, and 6A-2.0040.
  • Inspects all assigned body piercing facilities and tattoo establishments once during the permit year for compliance with Florida Statutes 381.0075 and Chapter 64E-19 F.A.C. and Florida Statutes 381.0071-381.0091 and Chapter 64E-28 F.A.C. respectively and all other Environmental Health programs.
  • Inspects assigned tanning facilities in Duval County at least twice a year during the permit year per Florida Administrative code and Environmental Health Program Manual for compliance with Florida Statute 381.89 and Chapter 64E-17 F.A.C.
  • Documents all violations observed on the appropriate form and in manner prescribed.
  • Performs all assigned duties during disaster drills or actual disaster occurrence.
  • Serves as one of the back-ups on-call staff for any biomedical waste spills/complaints.
  • Completes all required reports including Daily Activity Report, leave and attendance, mileage, and itinerary sheets.
  • All inspections require travel related duties and data entry utilizing Microsoft programs and DOH databases.
  • Performs all other job-related duties as assigned.
