About The Position

Dominion Energy is seeking an Environmental Specialist II to join their team, focusing on electric transmission permitting. This role involves independently evaluating projects for environmental permitting requirements, obtaining necessary permits, and coordinating with internal teams. The primary focus is environmental due diligence and construction permitting support for electric transmission projects in Virginia and North Carolina, with the possibility of other duties as assigned. The position requires a high level of technical complexity and specifically focuses on environmental permitting rather than compliance. Candidates with prior environmental permitting experience are strongly encouraged to apply.

Requirements

  • 2+ years of experience obtaining permits related to water and wetlands (including threatened and endangered species and cultural and historical resource coordination), erosion and sediment control, and/or stormwater management.
  • Primary focus is Virginia and North Carolina (permitting, not compliance).
  • Demonstrated ability to effectively manage details, multiple tasks, and hard deadlines is essential
  • Regulatory agency experience or experience representing an organization with regulatory agencies
  • Logic and reasoning skills to identify strengths and weaknesses of alternatives, conclusions, or approaches
  • Respectful assertiveness to ensure environmental compliance requirements are met by others, while considering the spirit and letter of the law
  • Excellent interpersonal skills to interface with internal stakeholders effectively

Responsibilities

  • Independently review projects under consideration for development or acquisition by Dominion Energy for compliance with applicable environmental laws and regulations and effectively communicate action items and permitting needs to development team and management
  • Independently determine environmental permit applicability for assigned projects with specific knowledge of Section 404/401, Section 7, Section 106, Erosion and Sediment Control, and Stormwater Management Programs
  • Prepare applications and secure environmental permits or clearances required for construction
  • Communication of environmental permit requirements to development, project, field teams
  • Interpretation of environmental permits and regulations to ensure that compliance dates and requirements are met
  • Independent problem analysis and development of permitting strategies to assure compliance with regulatory requirements
  • Communication and coordination with regulatory agency representatives to negotiate permit conditions
  • Oversight and technical direction of contractors and consultants including preparation of scopes of work, purchase requisitions, permit applications, permit support materials, and invoice reconciliation
  • Represents company before regulatory agencies, industry groups, and the public on environmental issues
  • Promote corporate environmental policy, by educating and assisting employees to seek innovative ways to ensure operational environmental compliance
  • Uses electronic databases to analyze and monitor company compliance with regulatory requirements
  • Adherence to Dominion Energy environmental policy, guidance, and work practices
  • Adherence to Dominion Energy safety rules and safety performance expectations
