About The Position

Responsible for planning, organizing, directing, and managing the City's Environmental Services Division including residential and commercial solid waste collection, recycling, and yard waste collection, white goods collection, route optimization, fleet coordination, customer service, safety, and regulatory compliance. An employee in this class performs advanced professional, technical, and managerial work directing the City's solid waste and recycling operations. Responsibilities include strategic planning, operational oversight, budget administration, route development, personnel management, safety leadership, public outreach, contract administration, and regulatory compliance. The employee exercises considerable independent judgment in directing environmental services operations and serves as a technical advisor to the Public Works Director regarding waste collection programs, service levels, operational efficiencies, and future division needs. Work is performed under the general supervision of the Public Works Director and is evaluated through operational effectiveness, customer service, safety performance, budget management, regulatory compliance, and achievement of departmental goals.

Requirements

  • Bachelor's degree in Public Administration, Business Administration, Environmental Science, Engineering, or related field
  • Five (5) years of progressively responsible experience in solid waste management, environmental services, public works operations, or related field including supervisory experience
  • Possession of a valid North Carolina Driver's License

Responsibilities

  • Plans, organizes, directs, and evaluates all Environmental Services Division operations.
  • Supervises supervisor(s), crew leader(s), and subordinate personnel.
  • Manages residential and commercial solid waste collection operations.
  • Oversees recycling collection programs, white goods and special collections programs.
  • Oversees brush, yard waste, leaf collection, and storm debris operations.
  • Develops and maintains collection routes and service schedules.
  • Utilizes route technology, GPS systems, telematics, and operational analytics to improve efficiency.
  • Develops and administers division operating and capital budgets.
  • Oversees procurement of vehicles, containers, equipment, and supplies.
  • Develops and implements safety programs, training initiatives, and accident prevention strategies.
  • Investigates accidents, incidents, injuries, and property damage claims and implements corrective actions.
  • Ensures compliance with OSHA requirements, DOT regulations, and applicable environmental regulations.
  • Manages employee training, certifications, onboarding, and professional development.
  • Participates in hiring, performance evaluations, coaching, disciplinary actions, and workforce planning.
  • Coordinates with fleet personnel to ensure proper maintenance and availability of collection equipment.
  • Responds to citizen concerns and service requests and oversees customer service activities.
  • Develops public education and outreach programs related to waste reduction, recycling, and environmental stewardship.
  • Supports emergency response, disaster debris management, snow and ice operations, and special events.
  • Create reports, performance metrics, budget documents, and deliver presentations.
  • Performs other related job duties as assigned.
