The position is in the Environmental Review Branch of the State Historic Preservation Office. Thorough knowledge and understanding of and ability to successfully apply Section 106 of the National Historic Preservation Act as well as all other applicable federal and state laws and regulations related to historic preservation. Must be able to apply National Register criteria and make Determinations of Eligibility per federal guidelines. Must be able to read plans/planning documents and assess effects to historic properties in the short and long-term, draft and monitor interagency agreements and meet multiple project deadlines. Excellent interpersonal, negotiating, oral and written communications skills are essential. Ability to use MS Office programs is required, as is familiarity with digital photography, GIS databases, and mapping. Knowledge of GIS is required. Research skills, knowledge of American architectural history required; knowledge of North Carolina architecture and history desired. Demonstrated ability to work well with others in collaborative/inter-agency settings, within strict deadlines is required.

  • Must be able to work Monday – Friday, 8 hours per day and occasional evenings.
  • Licenses or certifications are not required, but the employee must meet the Secretary of the Interior’s Professional Qualification Standards for history, architectural history, and/or archaeology as specified by federal regulations (36 CFR 61.4(e)), and a valid driver’s license is required.
  • Must have a valid driver’s license issued from within the United States or be able to obtain one within 90 days of employment.
  • Master's degree in historic preservation, planning, architecture history, or a closely related field from an appropriately accredited institution and three years of experience in historic preservation; OR Bachelor’s degree in history, planning, or architectural history, or a closely related field from an appropriately accredited institution and four years of experience in historic preservation; or an equivalent combination of education and experience.

Nice To Haves

  • Experience with the implementation of state and federal regulations related to historic properties, especially Section 106 of the NHPA.
  • Knowledge of historic American architecture for the purpose of reviewing and commenting on undertakings that may affect such properties.
  • Ability to effectively communicate both verbally and in writing with the public, property owners, plus state and federal officials involved in matters related to historic properties and their preservation.
  • Ability to understand and implement data management programs to ensure timely and accurate recordation of project tracking.

Responsibilities

  • Review, draft comments, and properly maintain records for non-transportation projects that require compliance with Section 106 of the National Historic Preservation Act (NHPA) or NC General Statue 121-12(a) within required deadlines.
  • Respond to questions from the public as well as state and local government personnel about the laws, regulations, and review processes associated with historic properties.
  • Participate in internal and external educational/training concerning the Environmental Review process of the State Historic Preservation Office (SHPO) as a trainer or student to increase knowledge about federal and state historic preservation laws and regulations.
  • Consult with/provide guidance for project applicants/sponsors through the Environmental Review process, including the development of Effect Findings, Memorandums of Agreement, and/or Programmatic Agreements pursuant to Section 106 of the NHPA.
  • Coordinate with other staff members of the SHPO and Office of State Archaeology to increase/maintain working knowledge about North Carolina’s historic properties, their protection, and enhancement including listing in the National Register of Historic Places (NRHP) and Historic Preservation Tax Credits.
  • Ensure the recording and safekeeping of project files using Laserfiche or the current archival program for Environmental Review projects.
  • Add new and updated property records to Environmental Review database and GIS database for properties that are determined eligible or no longer eligible for listing in the NRHP.
  • Maintain project tracking database to ensure a complete record of project reviews, comments, and personal interactions with project applicants and agencies.
