About The Position

As Lead Project Environmental Compliance Coordinator (ECC), serves as the technical expert on all environmental compliance activities related to hazardous substances and materials, and advisor to the Project Manager. Responsible for planning, training, scheduling, coordination and proper implementation of all related activities. Duties include utilizing an in-depth knowledge of all Federal and State regulations, such as RCRA, CERCLA, and Federal Code of Regulations governing the handling of hazardous materials and disposal of hazardous waste. Utilizes organic and inorganic chemistry to HTW situations, to understand and advise on how different organic compounds react with each other, and the effects of various organic compounds and heavy metals on human beings and the environment. Serves as Project ERGO Coordinator, (Environmental Review Guide for Operations); receives and provides information, and maintains communication with the District ERGO Coordinator. Serves as Incident Commander for spills affecting the project. Annually trains "First Responders" to perform safe and effective spill contaminant actions. Maintains certification for asbestos removal and either supervises asbestos removal contracts or assures proper removal and disposal of asbestos contaminated materials and fibers by the District Team.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Completion of a pre-employment Physical Examination and an annual examination thereafter.
  • Possession and maintenance of a valid state driver's license.
  • Meeting one of the specified employment authority categories.
  • Specialized Experience GS-09: One year of specialized experience which includes 1) Assisting in the implementation of Federal, State, and local environmental rules and regulations (such as RCRA, CERCLA, and National Fire Code standards); 2) Conducting routine inspections of hazardous material and waste accumulation areas; and 3) Participating as an active response team member in hazardous substance spill containment and emergency response operations.
  • Education GS-09: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
  • Combination of Education and Experience GS-09: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
  • Specialized Experience GS-11: One year of specialized experience which includes 1) Managing the collection, compliant storage, inspection, transportation, and manifest documentation for the disposal of hazardous and toxic materials; 2) Planning, leading, and coordinating Oil and Hazardous Substance Incident (OHSI) and spill response activities; and 3) Overseeing environmental compliance programs involving drinking water, sewage treatment systems, stormwater runoff, and groundwater.
  • Education GS-11: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
  • Combination of Education and Experience GS-11: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
  • Time in Grade Requirement GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
  • Time in Grade Requirement GS-09: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
  • Proof of U.S. Citizenship is required.
  • A 1 year probationary period is required.
  • Direct deposit of pay is required.
