About The Position

This position is part of the Capacity Coach & Training Workgroup within the Safe Drinking Water Program at the Colorado Department of Public Health and Environment (CDPHE). The Safe Drinking Water Program is responsible for implementing the Safe Drinking Water Act through the Colorado Primary Drinking Water Regulations. The program provides compliance oversight, assistance, financial support, and training to public water systems to ensure they can consistently supply safe drinking water. The Local Assistance Unit specifically supports liaison work with the Water and Wastewater Facilities Operator Certification Board, provides operational assistance, coaching, and training to public water systems, and manages the Drinking Water Revolving Fund capitalization grant set-asides. The unit also coordinates Colorado's Water/Wastewater Agency Response Network (CoWARN) and supports the division's emergency response team. This specific role focuses on providing technical, managerial, and financial (TMF) capacity training and hands-on technical assistance to public water and wastewater systems, prioritizing coaching based on compliance data and system requests. It also involves serving as the supervisory lead for the Capacity Coach and Training Workgroup, assessing deliverables, assigning tasks, and evaluating strategies. Additionally, the position assists the unit manager with the Capacity Development Program and provides administrative and technical support for drinking water acute health responses, coordinates the CoWARN network, and leads division security and cybersecurity planning and incident response.

Requirements

  • Eight years of professional experience working in water quality or a related environmental field that included activities or responsibilities associated with technical assistance and/or regulatory compliance.
  • OR Bachelor's degree from an accredited institution in engineering, environmental science, environmental studies, geology, physics, public administration, or a closely related field of study related to the work assignment AND four years of experience working closely within water quality or a related environmental field that included activities or responsibilities associated with technical assistance and/or regulatory compliance.
  • A graduate degree in biology, chemistry, engineering, environmental science, environmental studies, geology, physics, or a closely related field will substitute for two of the four years of required experience.
  • Must maintain ability and willingness to independently travel approximately 20% of the time.
  • Must maintain availability to be available for emergency response efforts after business hours and on weekends.
