GHD has an opportunity for an Environmental Program Manager to join our Environmental Assessment and Remediation Group supporting major upstream projects. We are seeking self-motivated professionals with excellent technical skills, local regulatory knowledge, and values to build credible relationships with clients and the community. You'll need to be flexible in your approach to challenges and have a strong ability to think laterally in delivering technical solutions. As Program Manager, you will be accountable for leading a value-stream ‘program of work’ within a portfolio delivery model. This role translates portfolio objectives into actionable delivery across multiple projects, provides program-level governance, and drives predictable execution through disciplined PMO practices (decision rights, performance management, change control, and risk mitigation) supported by consistent tools, processes, systems, and a common data environment. This position leads the Upstream Production Field Support value stream, characterized by high-volume, repetitive, low-complexity work (sampling/reporting) across active production fields with basin- and state-specific regulatory requirements. Delivery emphasis includes rapid response and assessment workflows, streamlined reporting aligned with regulatory expectations, and strong coordination of field resourcing and regulatory engagement. Working with an energetic and high performing team, this position offers a variety of work and will see you involved in: Interpret portfolio objectives and translate them into an actionable program plan delivered through projects and delivery teams. Establish and run program governance: clear decision rights, escalation paths, and time-bound issue resolution aligned to stage gates. Drive transparent, outcome-based performance management using governed dashboards and evidence-based reporting. Lead disciplined change control and risk management (single prioritized risk register with owners, actions, and escalation thresholds). Standardize and continuously improve systems, processes, toolkits, and data flows to enable repeatable delivery at scale. Coordinate cross-functional partners (delivery teams, SMEs, procurement, finance, HSE) and enable efficient onboarding within a unified framework. Oversee contract and commercial cadence (deliverable acceptance, invoice validation rules, dispute resolution, subcontractor flow-down requirements). Enable low-cost delivery and automation for repeatable work (clear handoffs, standardized work, and quality controls). Champion safety, environmental stewardship, and regulatory compliance as non-negotiable outcomes embedded in workflows.
