ICF is seeking a mid-level Environmental Planner/ Assistant Project Manager with a desire to grow into a Project Manager position supporting our Energy clients. This role will be a hybrid position with flexibility to work remotely or in the office as we continue to transition back to an office environment. The successful candidate will be a well-versed professional with the ability to work independently on projects, lead tasks and interface with clients in a client-facing setting. The successful candidate will be a well-organized individual with strong communication skills, ability to excel in a fast-paced environment, and the desire to advance toward a senior-level environmental planner/senior Project Manager position. Projects requiring immediate support are located in Los Angeles, Orange County and south San Joaquin Valley portions of California. Site visits to project locations is required.

Requirements

  • Bachelor’s degree or higher in environmental science, biology, transportation/transit planning, communications, or related field.
  • 5+ years of environmental planning and/or professional-related experience in a consulting or team-based environment.
  • Experience preparing and managing high-quality CEQA and NEPA documents for federal, state, and local government agencies; and/or experience preparing and managing high-quality CEQA documents for private sector clients and engineering firms.
  • Experience obtaining environmental permits, and reviewing technical studies such as those addressing biological resources, cultural resources, air quality, noise, traffic, and hydrology.
  • Several years of project management experience working within a private consulting firm.
  • Ability to communicate clearly and effectively
  • Possess analytic, problem-solving, and strategic thinking skills
  • Proven success in working well independently and operating collaboratively on a team to resolve challenges in a neutral fashion

Nice To Haves

  • The primary duty of this role is to lead the development and implementation of environmental and regulatory compliance documents for utility-related projects with a focus on energy projects.
  • This person will work directly with clients, engineers, construction team members, to support environmental assessments, regulatory permitting, and construction compliance, and construction implementation activities.
  • A strong working knowledge of environmental compliance processes (including the California Environmental Quality Act [CEQA] and National Environmental Policy Act [NEPA]) and experience working directly with local, state, and federal agencies, as well as private sector clients such as California-based utilities, renewable energy developers, and commercial/residential/industrial developers, and engineering companies is preferred.
  • At a minimum, the position requires experience preparing environmental or local development related permit applications, drafting technical reports and deliverables, managing and tracking multiple projects concurrently, and working effectively with external clients.

Responsibilities

  • Serve as a task manager as appropriate for environmental compliance of development projects, infrastructure projects, and land use plans, overseeing the preparation of documents, reports, presentations, technical memoranda, public notices, forms, and other work products.
  • Conduct research; write proficiently; and manage multiple project schedules with competing deadlines and budget constraints.
  • Interface directly with key clients and help build and maintain great relationships.
  • Lead and author deliverables.
  • Be a collaborative member of an integrated project team of engineers, scientists, planners, regulators, and other stakeholders.
  • Clearly communicate timelines and gather data from individuals across multiple lines of business and departments and follow up, as necessary.
  • Participate in regular team meetings with the potential for occasional travel to client offices and remote project sites.
  • A desire to move towards a position that allows you to lead internal teams of staff and subconsultants to exceed client expectations in an environment that fosters growth, collaboration and clear communication in a fast-paced setting with competing demands.
  • In a team setting, contribute to business development efforts, including proposal efforts within subject matter expertise.
