Our Environmental Services group partners with project teams to ensure regulatory compliance, environmental stewardship, and successful project execution. We bring expertise in environmental permitting, construction compliance, mitigation planning, and restoration across complex utility projects. Wilson Construction Company is seeking an experienced Environmental Manager to support and lead environmental permitting and compliance activities across California operations. This role is responsible for managing environmental programs throughout the full project lifecycle, from pursuit and planning through construction and closeout. The successful candidate will serve as a technical and operational leader, working cross-functionally with project management, field teams, clients, and regulatory agencies to ensure compliance with applicable environmental laws and permits.

Requirements

  • Bachelor’s degree in Environmental Science, Biology, Environmental Engineering, or related field
  • Minimum 7+ years of progressive experience in environmental permitting and compliance
  • Demonstrated experience managing environmental programs for infrastructure or utility projects
  • Strong working knowledge of key environmental regulations, including: o Clean Water Act (CWA) o Endangered Species Act (ESA) o National Environmental Policy Act (NEPA) o California Environmental Quality Act (CEQA) o Section 106 of the National Historic Preservation Act o Rivers and Harbors Act (RHA)
  • Proven ability to lead multidisciplinary teams and manage multiple projects concurrently
  • Excellent written and verbal communication skills
  • Proficiency with Microsoft Office Suite
  • Valid driver’s license and ability to travel to project sites

Nice To Haves

  • Advanced degree in a related discipline
  • Professional certifications such as CPESC, QSD, or QSP
  • Direct experience supporting electric utility or linear infrastructure projects in California
  • Experience with client relationship management and business development support

Responsibilities

  • Lead environmental permitting, compliance, and mitigation efforts for utility construction projects
  • Manage environmental staff, consultants, and subcontractors
  • Oversee environmental support during project bidding, including cost estimating and risk identification
  • Ensure compliance with federal, state, and local regulations and permit conditions
  • Prepare and review environmental documentation, including permits, reports, and agency submittals
  • Provide strategic guidance to project teams to facilitate efficient and compliant project execution
  • Develop and deliver environmental training programs for field and project staff
  • Support environmental incident response, including investigations and corrective action implementation
  • Collaborate with internal and external stakeholders, including clients and regulatory agencies
  • Identify opportunities to improve environmental performance and integrate sustainable practices
  • Travel to project sites and support field operations as required
