About The Position

The Environmental Manager at the Chalk Point Generating Station plays a critical role in ensuring compliance with Title-V permitting requirements by preparing and submitting applications and emissions reports while coordinating with regulatory agencies such as MDE, PSC, and the EPA. This position also provides direction to O&M personnel on NERC compliance, manages environmental and safety records, and oversees training on safety and environmental regulations. Additionally, the Environmental Manager supports plant emergency response, waste minimization, and pollution prevention programs to enhance overall operational compliance and safety.

Requirements

  • Bachelor’s degree in environmental science or a related field from an accredited college or university recognized by the United States Department of Education or an equivalent institution. Relevant work experience may substitute for education.
  • Advanced experience in environmental compliance management for operating facilities, preferably within the power plant or power-related industry. Experience in industrial and regulatory environments will also be considered.
  • In-depth knowledge of Title V permitting requirements, emissions reporting, and regulatory frameworks, including familiarity with MDE, PSC, and EPA regulations, with a proven track record of coordinating with regulatory agencies, conducting compliance audits, and managing inspections.
  • Strong understanding of Continuous Emissions Monitoring Systems (CEMS) and related environmental monitoring technologies, ensuring accurate data collection, reporting, and regulatory compliance.
  • Solid grasp of safety protocols and compliance standards, such as Lockout/Tagout (LOTO), confined space entry, personal protective equipment (PPE), and chemical safety.
  • Experience in managing electronic data management systems and maintaining comprehensive records within a Computerized Maintenance Management System (CMMS).
  • Demonstrated knowledge of and proficiency with NERC compliance standards and regulations, with the ability to interpret and apply these requirements effectively to ensure regulatory adherence and enhance plant safety and reliability.
  • Excellent interpersonal, writing, and analytical skills, with the ability to build consensus, lead teams, foster collaboration among stakeholders, and deliver clear communications and effective training materials.
  • Must possess a valid, unrestricted U.S. driver’s license and ensure it remains in good standing at all times.

Responsibilities

  • Ensure compliance with Title-V permitting requirements and complete all related reporting in accordance with applicable laws, regulations, and standards.
  • Compile and submit accurate and timely Title-V emissions reports, ensuring all data is properly documented and meets regulatory standards.
  • Coordinate with regulatory agencies such as MDE, PSC, and the EPA, providing guidance to O&M personnel and supporting emergency response and pollution prevention programs.
  • Oversee sampling for waste shipments and water discharges, ensuring proper collection, documentation, timely reporting, and adherence to site-specific Environmental Manuals.
  • Coordinate environmental, safety, security, and business continuity tests and samples requiring contract services, ensuring proper execution and documentation.
  • Maintain and update safety and environmental records within the CMMS and engineering library, ensuring completeness of electronic and hardcopy historical reports.
  • Maintain electronic safety and environmental data management systems, ensuring data integrity and accessibility.
  • Review major maintenance expenditures and provide input to the budgetary process to ensure compliance with safety and environmental regulations, while identifying potential risks related to insurance, community relations, or business continuity.
  • Ensure safe completion of scheduled and unscheduled equipment repairs and provide supervisory support to enforce safety regulations during operations.
  • Ensure adherence to Lockout/Tagout (LOTO), confined space, machine guarding, PPE, mechanical integrity, management of change, and chemical safety programs.
  • Provide training schedules and coordinate annual Security, Emergency Response, Safety, and Environmental Training, including orientation and ongoing on-the-job training for regulatory compliance.
  • Collect necessary data, investigate, and prepare written reports for on-site accidents following the Safety Manual guidelines.
  • Perform duties related to the safe handling of hazardous materials and wastes, including spill prevention, containment, and control in accordance with applicable regulations.
  • Provide a training schedule for annual NERC requirements and direct O&M personnel while participating in plant emergency response, waste minimization, and pollution prevention programs.
  • Maintain and update plant NERC records within the CMMS, ensuring complete electronic and hard copies of reports are available for historical use.
  • Manage electronic NERC data systems effectively.
  • Review major maintenance expenditures within budget guidelines to ensure compliance with NERC regulations and permits, identify issues related to insurance, community relations, or business continuity, and provide input for budget improvements.
  • Offer technical support for NERC-related tasks, including bid specifications, vendor/contractor proposal evaluations, and monitoring contractor performance to ensure compliance.
