About The Position

Provides advanced professional knowledge and expertise to develop and support staff members within the Environmental Health and Safety (EHS) department. This position provides directional leadership for hazardous materials and environmental compliance programs at UTMB, encompassing comprehensive management of hazardous waste operations with a team of four direct reports, including regulatory reporting, compliance audits, and hazardous materials emergency response efforts in several environmental management areas.

Requirements

Bachelor’s degree in environmental, natural, or applied science, or a related field.
7 years of related experience.
24- or 40-hour HAZWOPER certification within 6 months of hire.
Valid Texas driver's license.
Ability to operate a UTMB vehicle.
Detailed experience with EHS site audits, inspections, and routine surveys, including the developing and drafting of audit documentation, tracking corrective actions, and monitoring results through completion of audit activities.
Demonstrated ability to train employees on the regulatory standards applicable to the facility.
Ability to instruct employees on internal EHS policy and procedures.
Demonstrates full knowledge and support of EHS policies and regulations.
Eligible for unescorted access to category 1 and category 2 quantities of radioactive material based upon Trustworthiness and Reliability determination (25 TAC §289.252/10 CFR Part 37).

Responsibilities

Manage hazardous waste operations with a team of four direct reports.
Oversee regulatory reporting, compliance audits, and hazardous materials emergency response efforts.
Manage Resource Conservation and Recovery Act (RCRA) programs.
Manage Above and Underground Storage Tank (AST/UST) Programs.
Manage Department of Transportation (DOT) HazMat and Compliance Programs.
Manage Municipal Solid Waste (MSW) Type V permit.
Manage Spill Prevention, Control and Countermeasure (SPCC) Plans.
Develop policies and procedures to maintain compliance with EHS regulations.
Ensure UTMB campuses and clinics meet all environmental health and safety regulatory requirements.
Provide technical and team lead support to junior staff, including coaching and oversight on hazardous materials, wastes, and associated risks.
Supervise, coach, develop, and evaluate assigned direct reports.
Initiate audits to develop and ensure appropriate administrative and engineering controls.
Monitor effectiveness of multidisciplinary problem resolution activities.
Initiate benchmarking activities.
Coordinate agency audits.
Anticipate, develop, and implement methods to remain state of the art in the field.
Develop others through assignments, formal training, or other experiences.
Keep current in the field and immediately utilize and apply new information.
Identify problems or non-compliance issues and coordinate teams for resolution.
Monitor and take action on projects to ensure completion.
Provide expert knowledge of diverse chemical, physical, and biological hazards.
Recommend and/or develop action plans for problem resolution.
Seek opportunities for process improvement.
Review proposed state and federal regulations and develop appropriate comments.

Chair subcommittees and lead task forces.
Act as a Health and Safety advisor to non-safety-related committees.

Coordinate and provide interface for multidisciplinary functions within EHS and across all UTMB Health properties.
Participate in emergency on-call program.
Adhere to internal controls and reporting structure.
Perform related duties as required.
Deliver safety training that has been identified for new and existing employees.
Responsible for closing or stopping any unsafe work conditions.
Responsible for reporting all compliance discrepancies to the Program Director.
Responsible for directing daily work activities of direct reports to achieve departmental and programmatic goals.
