Manages the Office of Environmental Health Services Division of Onsite Water and Wastewater Services which provides oversight for the agency’s onsite sewage system, private well, rainwater harvesting, aquifer recharge, and water and wastewater infrastructure assistance programs. Focused on strategic planning, long-term goal development, securing resources and support for the Division’s program goals and objectives. Responsible for administrative and operational actions, development and implementation of revisions to program regulations, policy and quality assurance activities, and supervision of staff. Provides technical support to local health departments, strategic planning, and supports response to legislative actions related to the Division. Responsible for establishment of standardized policies and procedures for Division programs. Identifies, develops and assist in implementing process improvement initiatives at agency/State level. Will develop agency programmatic and strategic measures in collaboration with Division and local health department staff to facilitate program monitoring and compliance. Develop policies, processes and formulate metrics to track business processes. Tracks and manages budgets and required reporting for grant funded activities within the Division. Duties include development of materials, presentation to the public and technical audiences, support to other VDH offices, and development of program tools, and training for Division and local health department staff. This position work directly with local health department staff and industry stakeholders to effect meaningful changes to the onsite sewage, private well, and rainwater harvesting programs to improve the lives of the more than 1.1 million Virginian’s reliant up these systems.
