About The Position

PCSI is looking for an Environmental, Health, and Safety (EHS) Manager to oversee environmental, health, and safety programs for preventive maintenance and work order activities on our Detroit Tank Arsenal (DTA) contract. The EHS Manager monitors site environmental programs by conducting environmental audits and inspections and maintain compliance data to ensure site activities meet applicable regulations and contract requirements. This role also manages site safety programs, incident response, medical safety requirements, and job hazard controls in line with EM385 standards. The EHS Manager provides guidance and training to leadership and staff to supports a safe, compliant work environment for PCSI employees and subcontracted work. This position reports to the Corporate Safety Manager and is based on-site at Detroit Arsenal.

Requirements

  • High school diploma or GED.
  • 2 years’ experience managing a safety program in accordance with MIOSHA or EM385.1.1 standards.
  • Experience in Michigan environmental management (including hazardous materials, hazardous waste, air emissions management and storm water management).
  • Experience in testing microbial contamination, environmental pollutants, and remediation plans.
  • 40-Hour Hazardous Waste Operations and Emergency Response (HAZWOPER) Training.
  • OSHA 30hr Construction or General Industry Certification.
  • Certified Michigan Asbestos Contractor/Supervisor.
  • Certified Michigan Construction Storm Water Operator (CSWO).
  • Certified Michigan Class B Underground Storage Tank (UST) Operator.
  • Ability to obtain/maintain National Agency Check w/Inquiries (NACI) security clearance is mandatory.
  • Maintain valid State of Michigan driver’s license and remain insurable to operate Company vehicles.
  • Ability to work outside in inclement weather as needed and be exposed to various dirt, debris, uneven surfaces, chemicals, and odors.
  • Ability to work any time or day of the week, including weekends and holidays.

Nice To Haves

  • Certified Michigan Lead Inspector and Risk Assessor.

  • Legionella Water Safety and Management training certification.
  • Previous government experience and security clearance are desirable.

Responsibilities

  • Manage Environmental, Health, and Safety Programs executing a facility operations and maintenance contract on a military installation.
  • Perform environmental management of the preventive maintenance program and all job and service orders to ensure work activities comply with federal, DoD, and Army environmental regulations, contract requirements, and site policies and procedures.
  • Maintain environmental database by developing information requirements and designing an information system.
  • Prepare summaries and charts by gathering data and analyzing and summarizing findings and trends.
  • Responsible for safety and environmental inspections and audits to ensure compliance with contractual and regulatory requirements, such as storm water, above/underground storage tanks, asbestos surveillance, legionnaires, and other environmental tasks.
  • Responsible for environmental compliance in accordance with the site contract. These duties include, but are not limited to developing, analyzing and monitoring the site environmental program and conducting environmental site assessments, facility inspections, and hazardous waste control in accordance with state, federal and regulatory environmental requirements.
  • Develop and implement goals, objectives, policies, and priorities for the EHS programs in accordance with EM385-1-1 and DTA contract requirements, following the Corporate Safety and Risk Mitigation procedures and protocols.
  • Provide safety oversight and inspections of sub-contracted work.
  • Perform a variety of duties related to EH&S mitigation, preparedness, response and recovery.
  • Provide coordination and support for accidents and incidents that involve PCSI employees or property.
  • Maintain compliance with the site medical surveillance and hearing conservations programs.
  • Maintain safe and clean working environment by complying with procedures, rules, and regulations.
  • Maintain the stability and reputation of the organization by complying with legal and waste management requirements.
  • Develop and enforce workplace Job Hazard controls, to ensure a safe working environment for PCSI employees.
  • Provide effective leadership, supervision, and guidance to direct labor staff to support employee development, accountability, performance, and successful completion of assigned work.
  • Review federal, state and local regulations; reviews policies and procedures and make recommendations to leadership on methods to conform to regulations; educate staff on regulation changes; and conduct training sessions for support staff.
  • Assist with developing and maintaining employee EH&S training programs and conduct site safety training.
  • Conduct monthly safety committee team meetings and documents with meeting minutes; Inventory, inspect, and maintain assigned issued safety equipment.
  • Develop and maintain an employee safety committee.
