About The Position

Lawrence Livermore National Laboratory (LLNL) is seeking an Environmental Functional Area Manager to lead the Environmental Functional Area (EFA). This role involves day-to-day management and technical leadership of EFA functions, disciplines, and personnel, as well as providing strategic vision and technical oversight to meet customer and stakeholder goals. The position is within the Environment, Safety and Health (ESH) Directorate and contributes to ensuring the effectiveness, efficiency, and regulatory compliance of Environmental Programs at the Laboratory, supporting the overall LLNL mission. This position may offer a hybrid schedule, allowing for remote work flexibility after a probationary period.

Requirements

  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
  • Bachelor’s degree in environmental science, chemistry, biology, geology or related field, or the equivalent combination of education and related experience.
  • Extensive leadership experience in a large, complex, highly regulated, or technically diverse organization, including demonstrated success leading multidisciplinary professional teams and delivering organizational results.
  • Expert knowledge of environmental laws, regulations, and standard industry practices and experience applying that knowledge to complex organizational, operational, or mission challenges.
  • Demonstrated ability and experience anticipating complex emerging issues, downstream impacts, assessing risk, establishing priorities, and leading complex, high-consequence decisions that balance regulatory requirements, technical rigor, organizational effectiveness, mission priorities, cost, and schedule.
  • Experience using independent judgment to strategically manage an organization, establish organization objectives and interpret policies, delegating, directing, and monitoring the work of others.
  • Extensive experience with strategic planning, organizational budgeting, workforce planning, resource allocation, and establishing and executing long-term organizational goals.
  • Experience establishing credibility, building trusted relationships, navigating differing priorities, and achieving alignment.
  • Extensive experience in performance management and supervision of organizational staff and managers, including developing leaders, managing organizational performance, succession planning, workforce development, and creating an environment that motivates high-performing teams.
  • Expert communication, facilitation, collaboration, interpersonal, and conflict resolution skills necessary to effectively explain, direct, present, advise, negotiate, and influence all levels of management, both internal and external to the Laboratory.

Nice To Haves

  • Master’s degree in engineering, environmental science, or related field.
  • Experience working within the DOE complex, another federal agency, or a comparably regulated environment, including familiarity with federal directives, contractual requirements, and regulator relationships.
  • Experience leading programs in a research laboratory environment.
  • Experience leading organizational or programmatic transformation, modernization, or continuous-improvement initiatives.
  • Experience representing an organization with regulators, government agencies, senior executives, or other high-level external stakeholders.

Responsibilities

  • Serve as an integral member of the ESH management team, developing high-level organizational strategies and priorities.
  • Manage the investment of resources and develop programs to sustain core competencies, evolve and enhance environmental compliance and monitoring capabilities, and attract and retain a diverse staff of environmental professionals.
  • Lead, develop, and inspire a multidisciplinary organization of 40+ environmental professionals, with accountability for organizational performance, technical excellence, workforce development, and successful mission execution.
  • Provide leadership on complex, sensitive, and high-consequence environmental issues.
  • Translate evolving regulatory requirements and determine applicability across a wide spectrum of environmental standards and regulations to provide technical guidance and support to Laboratory programs.
  • Build trusted partnerships with Laboratory leaders, LLNL organizations, regulators, DOE, and other stakeholders to integrate environmental considerations into planning and operations.
  • Serve as a senior Laboratory representative on environmental matters with the DOE Livermore Field Office and other external stakeholders, leading resolution of complex regulatory, contractual, and technical issues.
  • Advise Directorate and Laboratory senior management on environmental strategy, regulatory risk, emerging requirements, and significant compliance matters.
  • Oversee the LLNL Environmental Management System (EMS), monitoring, risk assessment, and analysis for Laboratory operations to ensure and verify environmental compliance.
  • Ensure the Laboratory EMS is consistent with the ISO 14001 standard.
  • Develop and maintain meaningful, data-driven performance measures for senior leadership.
  • Oversee EFA performance management, salary management, and hiring and recruiting activities, including career development and organizational succession management.
  • Maintain a commitment to attract high-quality staff and foster a diverse, equitable, and inclusive work environment.
  • Collaborate with and benchmark against other DOE sites to share practices and continuously improve LLNL’s environmental programs.
  • Anticipate emerging environmental, regulatory, operational, and workforce challenges and position the organization to respond effectively.
