Environmental Department Manager

About The Position

Terracon is seeking a dynamic environmental department leader for its local office due to significant growth. This role involves leading and expanding the environmental business line for the area. The department offers three distinct service lines: Site Assessment/Remediation, Ecology, and Cultural Resources. Projects include wetland permitting/delineation, threatened & endangered species surveys, cultural resource studies, industrial hygiene, environmental site assessment, remediation, redevelopment, and site renovation work for various public and private sector clients. The position requires a strong understanding of Texas regulatory programs (TCEQ, RRC, TRRP) and federal regulations (RCRA, CERCLA, CWA, CAA, TSCA). The successful candidate will manage a department of 10-15 employees with annual revenues exceeding $4.0 million, overseeing project planning, scheduling, site testing, analytical testing plans, and design recommendations. This career-level management professional must possess strong operational management and leadership skills, identify and evaluate risks, and ensure compliance with all regulations. The role includes developing and executing a formal growth plan, promoting training, and coordinating staff workload, with a paramount focus on safety. Terracon is an employee-owned organization.

Requirements

Bachelor’s degree in Engineering, Geology, Environmental Science or related science field and 10 years’ related experience; or, in lieu of a degree, a minimum of 14 years’ related experience.
Previous supervisory experience required.
Valid driver’s license with acceptable violation history.
Flexible work schedule, to ensure project timelines are completed.
Possess strong writing skills.
Intermediate to advanced skills using the Microsoft Office Suite.
Demonstrate strong working knowledge of Texas regulatory programs and agencies, including the Texas Commission on Environmental Quality (TCEQ), Railroad Commission of Texas (RRC), and Texas Risk Reduction Program (TRRP).
Familiarity with federal environmental regulations, including the Resource Conservation and Recovery Act (RCRA), CERCLA/Superfund, Clean Water Act (CWA), Clean Air Act (CAA), TSCA, and other applicable environmental compliance and remediation programs.
A safety mindset is paramount and required.

Nice To Haves

Previous managerial experience preferred.
Bachelor’s degree in technical discipline practiced by the Firm including Engineering, Environmental Science or Geology and 5 years’ practice experience.
Master’s degree or PhD preferred.
Certification or licensure in field of expertise.
Experience managing projects involving petroleum storage tanks, site investigation and remediation, corrective action programs, waste management, and regulatory closure strategies is highly desirable.

Responsibilities

Conduct client development activities and work with the team to develop a book of business in diverse environmental services for the area.
Provide excellent customer service.
Provide environmental support to multiple service lines including geotechnical services, construction and building materials, and facilities.
Work as a team member and participate in business development pursuits.
Understand and implement technical requirements to complete client projects by directing and supervising field staff to sample, test and collect data and/or document site activities.
Make recommendations for conceptual designs based on technical data.
Develop written proposals to clients for both small and large projects.
Evaluate and synthesize complex laboratory and field data, and assemble in written reports.
Serve as an inter-disciplinary team member in meetings and communications with clients pertaining to specific projects/tasks.
Perform site visits, field observations and field data collection with the ability to collect detailed site observations and notes.
Mentor, supervise, and oversee staff environmental scientists and technicians.
Demonstrate leadership in and a commitment to follow safety rules, guidelines and standards for all projects for incident and injury-free operations.
Lead and participate in Pre-Task planning.
