About The Position

The Environmental Coordinator is responsible for managing all applicable environmental, safety, and health regulations in accordance with local, state, and federal guidelines which are relative to the public school environment. This position reports to the Director of Maintenance.

Responsibilities

  • Replace all lead lined coolers Drinking (Potable) Water in response to the Clean Water Act
  • Test water sources for the presence of lead
  • Post “Purge” signs where applicable informing site of the purging process
  • Meet the required radon testing acceptable level standard as described by the United States Environmental Protection Agency. Level of 4pCi/1 (4 Picor curies Per liter)
  • Investigate indoor air quality issues providing solutions and strategies to correct, resolve or remove the concern
  • Collect (IAQ) Indoor Air Quality surface samples for lab analyses
  • Maintain ongoing documentation relative to individual cases
  • Maintain wastewater package treatment plants in accordance with each sites permit
  • Perform daily plant inspections as described within the state regulations
  • Perform (weekly) lift stations and force main line inspections as described within the state regulations
  • Develop and submit to the NCDEHNR (North Carolina Department of Environment & Natural Resource a “Spill Response Plan “annually
  • Revise said report annually updating system and employee information as needed
  • Respond and clean up all wastewater spills requiring clean up advising the NCDEHNR of the qualifying spill
  • Respond to NCDEHNR “Notice of Violations” within individual permits and to request release from violation payment when applicable to acceptable issues
  • Forward “Penalty Payment” due to NCDEHNE as requested
  • Develop long range planning addressing major renovations and municipal force main sewer service projects
  • Address plant sandblasting, equipment upgrades, design upgrades, filter bed circulation upgrades and possible circulation additions
  • Develop and submit annual bid specifications to meet the City of Kinston’s grease trap “clean out ordinance” for applicable sites
  • Advise cafeteria nutrition director of said requirements and the described guidelines therein
  • Request that cafeteria staff be directed to maintain site records in accordance with the ordinance and maintain monthly grease-trap service pickup log
  • Maintain and address all asbestos materials in accordance with the Environmental Protection Agency, (AHERA) Asbestos Hazard Emergency Response Act located in Part III 40 CFR Part 763 of the federal register
  • Perform six month surveillance inspections of all recorded ACM (Tested and Presumed) maintaining records reflecting said inspections
  • Perform complete system inspection every three years recording findings within each site’s AHERA Manual and environmental office manuals
  • Develop and submit the systems O&M (asbestos repairs needed) list to maintenance director for completion by trained staff
  • Develop and submit for approval all asbestos abatement projects to the Maintenance Director for current abatement or long range abatement
  • Prepare specifications and bid abatement projects, awarding, supervising and monitoring said projects
  • Prepare specifications and bid structure demolition projects to meet annual asbestos “Notification” requirement to staff and parents
  • Address lead paint requirements as directed by maintenance director in response to contractor’s request or health department directives
  • Collect paint samples for lead content analyses maintaining documentation while sharing reported information to those specified
  • Report any lead paint consumption concerns directly to the county health department for assistance
  • Maintain all annual permits and required documentation for the NCDEHNE-DWQ
  • Prepare specifications for UST removals budgeting within long range planning as directed by maintenance director
  • Engage environmental firm when necessary to meet state “remediation” process to mitigate state penalties when possible
  • Instruct all applicable employees in the following safety awareness training programs by having monthly meetings in the following: o Means of Egress, industrial lifts, noise exposure, hazard communication(right to know), hazardous materials, hazardous chemical response, personal protective equipment, respiratory protection, confined spaces, lock out/ tag out, fire safety, materials handling and storage, powered industrial trucks, machinery & machine guarding, hand and portable hand tools, welding, cutting and brazing, electrical safety, bloodborne pathogens, asbestos, ladders, heat stress, work place violence, sexual harassment and back safety
  • Perform “Accident Investigations” maintaining records accordingly and too observe and monitor work practice presenting operational and/or engineering
  • Submit changes for approval when addressing safety in the workplace
  • Maintain compliance with the OSHA General Industry Standard (29CFR 1910) to provide and document annual training in Asbestos Awareness, Bloodborne Pathogens Hazardous Communication (HazCom)
  • Provide annual housekeeping training
  • Survey student access areas recording recommendations t make physical changes in meeting the regulations within specified ADA guidelines
  • Assist in the development of the school safe program
  • Assist in the development and implementation of the system’s crisis management plan
  • Assist the maintenance director and superintendent in areas addressing safety
  • Train and assist custodial staff of (LCPS) on day to day housekeeping task as needs arises; to monitor and assist in areas of deficiencies to become more productive
  • Meet with head custodians on monthly bases to address concerns
  • Maintain and adequate level of cleaning supplies, paper products, etc. to provide all site’s with the necessary tools to maintain a clean and healthy environment with their school
  • Keep maintenance director advised of product needs via phone, school mail courier and receive and house inventory within the environmental complex and data base
  • Issue chemicals and other products as requested through Inventory Direct via on-line software program
  • Complete janitorial equipment request (via phone or work-order, providing two weeks minimum for ordering of parts and repairs and/or loaners)
  • Provide system dust-mop service
  • Provide one on one housekeeping training as requested by each school
  • Provide medical waste pickup service
  • Provide discarded chemical pickup service
  • Maintain annual recycled materials records in accordance with the governor’s executive order
  • Maintain OSHA Injury and Illness 300 log reports
  • Develop and implement workplace safety programs
  • Meet with and provide necessary information to OSHA inspectors
  • Prepare and submit major renovation and/or construction projects to board as directed by maintenance director
  • Maintain hazard chemical information in accordance with Sara Title II regulation
